Proposal: New Citizen Fee

I would like to propose a law change for Congress:

We have lots of money in the treasury - it is no use there and it's not stimulating our economy.

We could use it to raise the new citizen fee. The advantage of this is that it will provide more money to new citizens who can use it to spend on buying goods, etc. Thus increasing demand for the produce of our companies and also encouraging citizens to be active early in the game.

Now I recognise this is not the whole solution. Former President Red Duck rightly made the point that we should reward active citizens, not just those that sign up. The CNB was set up to help do this, and I hope that the raised citizen fee will compliment other such initiatives to raise citizen activity. And I also understand that a payment is made once citizens sign up to the forums. However I contend that it is still reasonable to offer an upfront incentive to start spending as citizens will often take time to understand the main eRepublik webpages before they then venture on to forums, wiki, etc.

In collaboration with congressman Jajjun, I would like to propose we raise this to Cz30. This is very affordable (just look at how much currency is sitting in the national bank account!) and I contend will raise demand for our goods and encourage greater citizen activity.
