Proposal: New Citizen Fee

I would like to propose a law change for Congress:
We have lots of money in the treasury - it is no use there and it's not stimulating our economy.
We could use it to raise the new citizen fee. The advantage of this is that it will provide more money to new citizens who can use it to spend on buying goods, etc. Thus increasing demand for the produce of our companies and also encouraging citizens to be active early in the game.
Now I recognise this is not the whole solution. Former President Red Duck rightly made the point that we should reward active citizens, not just those that sign up. The CNB was set up to help do this, and I hope that the raised citizen fee will compliment other such initiatives to raise citizen activity. And I also understand that a payment is made once citizens sign up to the forums. However I contend that it is still reasonable to offer an upfront incentive to start spending as citizens will often take time to understand the main eRepublik webpages before they then venture on to forums, wiki, etc.
In collaboration with congressman Jajjun, I would like to propose we raise this to Cz30. This is very affordable (just look at how much currency is sitting in the national bank account!) and I contend will raise demand for our goods and encourage greater citizen activity.

We have that cityzen fee, but for that players who register on erepublic forum...
I see your point FK and Jajjun... But where is guaranted that newbies buy czech products on market. Without this it is throwing money from window.

Good points GFkoCZ! Here's how I'd respon😛
At a very high rate - people may be encouraged to create multi accounts just to collect the citizen fee and then take it out of the country. This happened recently in eIsrael where the citizen fee started off as the equvalent of 3gold! However 30Cz is on 0.18 gold on current market exchange rates - so hardly worth the effort to create a multi.
To be honest, a new citizen is going to want to buy food, and maybe gifts. The cheapest on the market is locally produced - so why would they waste money on imports? If our local goods are not competitive, we may need to be separately considering raising import tariffs.

Most people who register for this game never make it far. The idea is that much of the citizen fee sits unused by them. I would suggest that we change how the addition to the citizen fee is collected (as opposed to changing the fee itself). Perhaps in the New Citizen Message we can mention that by sending a message to someone (Ceska Narodni Banka, Minister of Social Welfare, Minister of Finances, or whoever is in charge of doling out the funds) they can collect their additional fee. I do agree that we have a lot of extra funds just sitting around but if we go about spending it too much we'll see the CZK value drop significantly.
Well i think that is good idea to support new citizen with fee. But have to agrred with Jan Khysl that few people dont go far then lvl 3.
So my idea is like this: Let citizen fee stay at current value and citizen get extra money from CNB at 2, 4 and 6th lvl(or little diferent). Its just an idea and have to be calculated.
As you all saying, we have money so lets use them !

Btw: It is here again! 10 people voted till now and I still abstain thats 11, but in debate join only 5 people! Something tell's me that the second half doesnt care what about is this proposal!
So people dont be lazy and invest some time, its our "job", we get paid for it !!!
I voted no. It seems to me a rather large increase and as many have said before me, most players just play for a short time so the extra 25 czk will be wasted and just sit in their accounts.
I wish their was a feature to automatically donate all the money and gold in accounts that get deleted for inactivity to the country they are currently residing in.
@GF: Its very hard to keep track of new citizens as they progress in level. If you can devise a way to give chunks of CZK when they get to a certain point I would like that idea.
@Jan Khysl: You are right. Its nearly impossible to monitor levels by newbies. But I think why we do that? They want our money! So the be informed that here is this possibility. If they ask for money its in their hands.
For example: Karl von Banhoff achieved lvl 4. Send PM to CNB and I like minister of finance will look every morning at CNB and make the neede transfers. Honestly i think that we count in numbers about 10 citizen per week, so its piece of cake. 😃
I think you proposed it to be a little too high, Franz. Make baby steps to an appropriate level.
