Presidential Pardon For TemujinBC

From the eCanada Criminal Code, Section III:
12. The President may pardon a individual who has been charged with an offence, issuing an executive order.
After speaking with my Minister of Justice Ayeshan Dakseus, I have seen fit to issue a Presidential Pardon for TemujinBC. Though his fee of 4000 CAD has yet to be received, his payment on the battlefield has far exceeded this number.
With this pardon I hope to accomplish a few things:
1) To show that, despite past transgressions, massive contributions to eCanada on the battlefield will not go unnoticed.
2) To bring closure to something that, while not miniscule by any means, has been taken out of proportion.
3) To take the pressure off Kronos Q and other admins who are simply doing their jobs. We should be grateful that we have admins who follows rules, regulations and orders to the detriment of their own popularity.
TemujinBC has not repaid the fine as intended, and a creative interpretation of the wording of the sentence does not change this. He has, however, dutifully done his time and has spent that time putting huge damage numbers up in battle after battle. I challenge any eCanadian to say they've invested as much time and money as TemBC in contributions to war as a single soldier. Were this country made up of 6000 TemBC's, we could take PENIX on by ourselves.
Since the beginning of my first term I had made it a personal priority to figure out a solution to the TemujinBC case. I was on IRC when he ran circles around the rusted out 1ronman, and for me this was the final straw pointing to a pardon. I am not one to cave in to movements in the media; as such the forum petition and article comments have not factored in to my decision. Yet in this case it would be foolish for me to ignore the contributions of TemBC despite the mistake he made in the past.
It's time to free TemujinBC.

This is a banner day for Canada, and although my desire was for the justices to accept my fine as paid and my sentence served, this is the very next best thing.
I have concerns about all this, but we shall get to those another day. For now, I'm drinking beer and killing UK Citizens. I'd welcome 1ronman to join me in North Ireland, but he's probably too busy capturing tiles in Wales.
Canada will find itself much richer for this, Dade. Thank you, sir.

I don't understand why you're attacking Tem over this SpockPQ considering the farce of justice that happened with SdC. What's good for the goose is definitely good for the gander in this case. In fact Tem's paid a much much higher price in relation to the crime that was committed.

Spock, I never bought the Justice system at all, and it's not quite reasonable for you to claimm that as the moral of the sorry (of course, there could be something lost in translation). I did pay the fine, and the money is available to The Government of eCanada. But when the fine is not accepted by the very people who pronounced the sentence, you can see how it becomes difficult. And for the record, I don't have control over that org.

I think it would be wise for those in charge of such matters to alter the wording of this section. Either it should read:
12. The President may pardon an individual who has been convicted of an offence, issuing an executive order.
Or it should read:
12. The President may pardon an individual who has been charged or convicted of an offence, issuing an executive order.
Or it should read:
12. The President may pardon an individual by issuing an executive order to that effect.
This would avoid possible confusion arising from the present wording, which might seem to suggest that the President may pardon only individuals who have been charged. Once an individual has been convicted, they are no longer charged per se.

As a matter of terminology, has TemujinBC been pardoned or has he had his sentence commuted? You may also wish to consider adding that power to the President going forward, since a pardon on the face of it might be taken as suggesting not so much "he's paid enough for what he did" as it does "he didn't do anything wrong".
