The President or Dictator in charge can claim a resource for one of his Country’s original Regions using Resource Tokens. Once a Country wins a Resource Token, a resource from the resource pool will be assigned to the eligible Region of the Country.

Rare and very rare resources of the same industry cannot be placed within a specific radius from each other. meaning rare from rare and very rare from very rare. Apparently what Plato wrote also meant that

And then I read Q: Do that radius for Rare and Very Rare apply just my Country bonuses or neighbours Countries which are in radius too?
A: Rare and Very Rare radiuses are set globally, per resource (Example: globally for Deer).

TOTAL GAME CHANGER: remember the first part about the eligible region. What does it mean. Say the Uk gets rubber it means we cant get rubber even if we won rubber because there will be no ELIGIBLE regions.

And now our formulas in the entire world change because very rare resources will be limited by their radius. Meaning NO COUNTRY is guaranteed of getting them and only few will be placed and not all big countries will get them.

And even if a big country occupy all of a resource but has none in his own country. His production will still be nerfed in that industry.

if I have 100 WRM factories.

and Serbia has no WRM resource I am forced to place either in Serbia or one of his allies but with the addendum that Serbia and that country cannot be at war which means even if Serbia occupy a region your production in the occuppied region will be nerfed by 50%.

In Serbia we will not likely get 100% production and even if we did the formula still is

Country bonus + percentage of region bonus minus pollution.

So even if country bonus is 100% but we have no resources in our own home regions it means formula is in effect

Country Bonus minus pollution.
So it seems the intention was always to nerf the production of all nations except the USA

To break it down the entire Europe can carry about 5 very rare weapon resources about 10 rare not 27. A small country with a very rare /rare resource will be like holding a nuclear bomb in your garage.
