PARTIES OVER QUOTA IN THE CONGRESS ELECTIONS

First here's the data as of now

The list reads PARTY/NO OF CANDIDATES/VOTES/PERCENTAGE/ AND SEATS WON

The number of seats is determined by the number of regions held by a country at the time of election. At the close of nominations we held Jizan and just won Western Australia by a hair before the system clicked over from nominations and ballot ordering to open of polls. I'm going to guess it counted WA and assume the next congress will have 20 seats. Obviously if i'm wrong that will throw the numbers out somewhat.

How does it work?

It's been a while since we've had a congress election so its a good time to go over rules of counting in the ERep congress elections system.

The election system exhausts votes (doesn't count further) if the number of votes for that party is higher than what's needed to elect the total number of candidates.

The system doesn't know what to do with these votes so it starts deleting seats in the congress.

What does that mean?

So far Knighthawks, ADP and Queens have too many votes per candidates. Knighthawks is over by 1. ADP over by 2 and Queens over by 1.

If at the end of the committee phase a party is still over 100% quota the system will delete congress seats to that value.

Currently that equals 4 seats gone.

In dollar terms that means 8 citizenship passes gone.
8 proposals unable to be made by congress members.

What do we do to stop it?

Party members should talk to their party presidents about options to direct votes to another party. I'm not going to suggest or direct voters that's not my responsibility or right but if the parties remain over their maximum vote need it will be bad. It's not about vanity when our congress will lose seats.
