I have posted this in the eSing Forums but received little reply on it, and my PMs have gone unanswered to the Presidents, so here is the proposed PACMAN charter that we would really like to work with eSing together under.

Notes: Sol is dead. It's been dead since June. ONE never actually got off the ground and is also dead. STAR was not signed by its supposed members, so it never lived. This was signed by both Malaysia and the Philippines on December 2nd, and we would really like eSing together with us on this. --ePhil President Hekter
PACMAN CHARTER
Preamble:
When in eRepublik history our nations have been in grave peril, when darkness and the cyberdemons of the eWorld plagued our shores, robbing us of hope and honor...we have reached out to one another to find strength out of weakness, courage from cowardice, pride out of ignominy, and decisiveness from fecklessness. And from this common bond, our nations have repelled attacks and insurrections plotted at one member or another, slowly gaining trust and loyalty in not only one's country, but in our friends. The nations of the ePhilippines, eMalaysia, and eSingapore have shared a special bond unlike any other in our worl😛
our communities interact between one another with such affability that nationalities are commonly lost; our neutrality long believed in and upheld even in the face of elimination; our trade and commerce so invariably linked...these are amongst the many things that we commonly share.
In the face of a new era, it is imperative that our three nations continue to work together to continue to promote our common defense, foreign affairs, and interests. Just as we have stood together in the past, now is the time to stand together even stronger than before as friends and equals, ready if posterity determines that our unity should transcend our ultimate barriers of nationhood.
Terms:
o The official name of the alliance between the ePhillippines, eMalaysia, and eSingapore shall be known as the Pacific-Asian Compact for Mutually-Assured Neutrality or PACMAN.
o The nations of PACMAN shall not declare war or attack any other member unless the member state's government requests or accepts such a move for their own safety.
o The nations of PACMAN shall not embargo nor specifically restrict economic activity between the member states, unless the member state's government requests or accepts such a move for their own safety.
o The nations of PACMAN agree that they will not pout or throw hissy fits with one another, and shall 'wakka wakka wakka' together like Mr. and Mrs. Pacman in defeating the ghosts on every level.
o The nations of PACMAN shall agree to finding every single power-up/steroid ball they can find in order to turn the ghosts blue, as well as collecting all the randomly assorted bouncing fruit for for bonus points.
Structure:
o The nations of the ePhilippines, eMalaysia, and eSingapore shall combine all of their current military forces and Ministers of Defense into one trans-national military: Pacmen. The Pacmen shall be run by one Minister of Defense, who shall oversee the operation of Pacmen in all three countries.
o The PACMAN Minister of Defense shall be selected unanimously by the presidents of the three member states. The Minister of Defense may likewise be recalled if they lose approval.
o To fund Pacmen, the governments of the three member states shall determine a method of contributions to a single fund to be operated by the PACMAN Minister of Defense.
o The nations of the ePhilippines, eMalaysia, and eSingapore shall do their best to share important information with other member nations, especially regarding Foreign Affairs, and will work together to reach the best possible settlements with foreign leaders.
Notes:
Any amendments to this Charter shall require unanimous approval by the member states.

Funding....
I know atra, we all have to work on that part especially well. But with so many less regional interests working on us than as....say Sol, and with the presidents/congresses/people more intertwined than normal, it shouldn't take too long to hammer out some form of funding.
The idea with that is not tie ourselves the heck up in red tape[Sol]. None of us are trying to screw the others, so funding should be a fair and easy process once things start moving.
Well, the problem is with the loss of govt assets, govt funding is very limited till we have problem with funding of investment without terms and conditions with the sg holdings
Combining all 3 militaries will be a HUGE mistake. IF one government decides it dislikes the MoD picked, they can tell their troops to stay at home and not to lift a finger.
It would make more sense if you had all 3 MoD's report to one central military office that could then direct and co-ordinate the three nations.
Also not all of SE Asian militaries have the same rank structure or levels of service. Some might be extremely active while others might consist of people of low activity who are only there for the perks.
Also SE Asia and Alliances seem to have a knack for failing.

That's not possible, all three governments have to agree on the MOD unanimously.
I have to agree with Relorain on this one. One MoD for three countries isnt a good idea. For one, that MoD would have to divide his/her attention up into three countries, making coordination much less efficient, thus decreasing our military potential greatly.
3 MoDs, and one overseer. If any trouble arises, there would be a designated place where someone would post it, and the 3 respective MoDs would report how they can help / how the are affected. Each MoD manages their own funds, that way we don't get caught up in some monetary tangle (decrease the security risk too). Something like that, anyway.

Yes. For forever we've had no form of being in the military, thus leaving the only option for players to be business and politics, which are both not always interesting to everyone else. This way we have the fun of working together as a military and having fun with it.
As for the 3 MoDs, that's highly ineffective and we've addressed this multiple times. You may not remember Sol, but it operated on that basic principle, and was extremely ineffective. With the leadership unified, there is no confusion, and the various nationalities will be mixed within it. Not only is this better for everyone, but also allows us to work together on a citizenship level the same as we have in a government level.
As for funding, we're not going to be suppling the Pacmen with a solid amount of gold like we tried to do with the SolDiers, but instead will be utilizing supplies and companies directly, in much the same way as the MoDs currently operate. Any extra gold on top of that will be put towards buying deployment companies.

I was born sometime around ONE, so no, i don't remember SOL. In any case, a single person controlling all three countries armies might be tough. I also realize that coordination between multiple people takes far longer (what with PMing etc). Perhaps it could be multiple people that could all be online at roughly the same time almost every day, so they could coordinate a response to any emergencies that might arise (on IRC).

It's really not that tough--the person at the top delineates authority out and organizes the overall structure, while most of the underlings actually do the PMing. The way we have the structure set up, there will be 8 people in each squad, so it'll be very personalized and manageable.

As far as the MOD issue goes MoDs have more duties then just coordinating military, esp. since none of the three countries rage war... its kind of silly (that we dont participate in War and that we would want a war alliance)

It's not meant to be uber-official. We're trying to have a bit of fun with it.
If Singapore doesn't want in, Malaysia and Philippines will just modify the charter to edit them out.

Besides, why can't we? As long as we take PACMAN seriously as a military union we're perfectly fine.

Apparently everyone here doesn't trust us enough to not want to screw you all over. While this is absolutely mind-boggling, since we have *absolutely* *nothing* *to* *gain* from that, and we absolutely must have structure going in.
This is the structure:
Everyone's. Military. = Pacmen
Everyone's. Military. Companies. = Pacmen Supply Companies
Everyone's. Military. Company. Production. Costs. = Costs to be shouldered by the countries.
This is no more expensive than usual. You would be spending this much on your *own* militaries anyway.
