Trade Agreements were available in Beta version. The basic rule for Trade Agreements was:

The import tax will not apply to goods imported from country with a trade agreement.

The removal of this tool, after the release of Version1, on October 14, 2008, adversely affected smaller markets. Until today, nobody knows the reason it was removed. It was widely used by the countries during the period it was available, as you can see in the table below:
