The premise of the plan ('Iains scheme') is to reward citizens per health that they use, so for every 1 exp they gain, we give them 10 health. It is also based on level benchmarks which forces them to reach each level in a certain amount of time, and training which we can moniter on a weekly sweep once a week. but we will dive into details later

this new scheme has started tonight - those who gains lots of exp get lots of food, those who do the bare minimum now get the bare minimum.

Note that currently it is giving us suppliers much more work but it is justified.
