I have wrote it before presidential elections, Vaclav agreed.
Most important part
Art. 8. President, Congress and Ministers
1. Every president and congressman who will be elected by people and every minister chosen by president automatically agree with oath (viz art. 11), president has to swear publicly.
2. The president may propose message to new citizens, buys of hospitals and defense systems, MPPs, embargos, declarations of war and peace treaties. These must be accepted by congress. He should sign and cancel contracts on countrys behalf. (See 4.) He should choose ministers who will help him with adiministration (See 6.)
3. The congressmen may propose New citizens fees, donations, change of taxes, minimum wages and president impeachement. These must be accepted by congress. Congressmen are obliged to take part in Congress voting. (See 5.)
4. The president should sign and cancel contracts on countrys behalf but it must be published in newspapers. In next three days after publication, any congressman should propose Congress voting(see 5.) about contract. After three days after publication will contract become valid if will be not Congress voting or in Congress voting congressmen would vote in favour of contract.
5. Congress voting is special right of congress to vote about Presidents signing and canceling contracts on behalf of country which are not directly part of e-republic engine. Any congressman should initiate congress voting by newspapers forum where he namely mention about which presidents contract will ve voting. Under article will be counted voting by Czech congressmen in comments. Every congressman is obliged to vote for or againist presidents contract. If 2/3 of congress will vote againist contract, signation or cancelation of contract is not valid.
6. Ministers should be chosen by president, they have to be citizens of country but are not obliged to be part of congress. They are helping president with administration of different departments but all their actions have to be accepted by president to be valid.

Re: 6 - I suggest that we give congress the right to ratify the entire cabinet as a while (not indiivdually) - this can include posting a schedule of questions which must be answered. If the e-system allows it, it would be good for congress to pass a motion of confidence in the cabinet, although to avoid a situation of gridlock I suggest that the President retain the right to overturn this decision unless it is passed by over 2/3 majority of congress.

Art 21. - National bank
1. Bank will reside with the president.
2. If ANY member steals any money, or refuses to give the account to next president will be reported to admin, as it is Illegal here in Czech Rep. Punishment will be perm or temp banned.
Are you planning to make some changes in this articule according to your previuos proposal dealing with the National Bank?
Franz Kafka: Should be concluded, but it has to be dependant on congress activity. Write it please,
Slava: No I am not planning change it. Creation of bank will be by contract. How I wrote in forum(second link) we should discuss if we will mention who should has right to have it - allow or not allow governor, president or minister of finances to have right have password. If you have idea how change art. 21 please write it.
I know there some trustful people but majority of them are not very active.

The bank's activities should be extremely public. I don't want something like Parrot's "bank" happening again. Activities with the bank should also be done under public opinion and not rest souly on the president's choice.
Ivan Hat: I agree, we should have clear accounting. Maybe we should establish governor who would be unchangable with government change, somebody realy trustful and not affiliated with some party.
I think its impossible to elect someone who is unaffiliated with some party Red Duck. We can create an account with one of our long standing citizens and have them run the bank with each President. The same rules would apply to them and it would eliminate the need to worry about month hand-overs.
Well we need some proposal who should be it. You, Radim, DaLe, Vaclav or I? It should be in consitution or as law?
