This game is very biased towards old players, I'd say even to old paying players. That's the way it's built. This has its cons and pros.
Pros, old players sustain not so old players and give an structure to the game. That's good.
Cons, new players feel themselves irrelevant, unimportant, tiny and out of most of the goodies of the game ( factories, tanking, rockets, medals (division system helped a lot ).

Worst of all, you can't have a high tax eUk because rich people, as in RL, move to a lower tax country. They even move because of ridiculous bonuses. So there's little gap for fiscal policy. Even so, I think it should be pushed as far as possible, since better player retention means instantly a better eUK now and in the future.

It's true that some players might not like fighting, but I think those players deserve help too.
I think we should stablish a system of micro-credits, something like 1000 GBP or less, so people can build their oil rigs. A strange property of gold is that doesn't produce anything by itself, only factories and investment in factories yield money. I, myself, have 12 golds, multiply that by 300 active players and we may have 4200 gold *unused* and unproductive in eUk, at least. If just 1% of that ammount , 42 gold, is invested in a bank and lended to new players we may have a return of perhaps 1-3%, and yes I'm counting dead citizens too.

eUk has few options to leverage to "fanatics" serbs or chileans, or to excellent geopolitic arrange like eUSA, China , Poland or Brazil.
eUk can only improve organization and union. A bank is, in fact, a gold union of lenders.
