MoC - World Cup Pools Event and A Brief Update

Hello eIreland!

As you may have seen during this term the Ministry of Community will be run jointly by myself (einberliner, or Donut as most of you know me) and Irish Princess. IP isn't around this weekend but when I wrote my VP manifesto I promised a World Cup 2010 Football Pool and as the idea seems to have been pretty well received I'm going to launch that while I'm waiting for my fellow Ministress to return.

Please read this very carefully as if you send the money to the wrong org I'm going to consider it a donation to there. I'll try to let people know if they've made a mistake but no promises.

Okay here's how this is going to work. In order to save confusion I'm going to use a new org of mine to run this, mostly so the funds from donations or lottery money don't get confused with the money for the pools and so the PMs don't get mixed up. I've used my own orgs for MoC events before, in fact I've donated many prizes from my own funds in the past, so hopefully you'll find you can trust me lol. I'm using a new org as there's never been any donations in or out of it so it'll be easier to backtrace what's going on should there be any queries. This also allows me to finish what I start - I vacation in July this year and so won't be seeking the MoC position next term, I don't want anyone to have to take over what could be a quite complicated event with only a couple of days left (the big final is July 11th, five days after the next Presidential and cabinet handover). The pool will run in a pretty straightforward way for the most part though I have added one slight forfeit and one slight bonus prize.

1) The org to donate to and PM is Donut Factory. Please ONLY PM/donate to that org for this event. Friend that org if you're participating as I will use it to shout any updates on this competition. The event is open only to those with Irish Citizenship.

2) Tickets are 0.5g each and there's a limit of 2 tickets, totalling 1g, per citizen (org money will be returned unless a citizen account first PMs to notify me that money being sent from a named org is theirs).

3) Teams are assigned, not picked by the participant, and in order to be fair and I've written a list in a random order they will be assigned in - it's not by group or by alphabet, for example, I choose the names from a hat. You will be assigned the team from the list in order of when the org recieved both your payment and your PM. You will be PM'd with your assigned team(s) asap.

4) All money recieved to buy tickets - ALL - will constitute the prize fund (with one exception *smirk😉. That prize fund will be divided evenly between all people who hold the winning team.

5) If it happens that all 32 teams end up assigned I will start at the 32nd team in the list and work backwards through it to assign a second player each of the teams, this is to benefit people who join in quickly as they will be less likely to have to share their prize money and to allow as many people as would like to participate to join in. That said I will only sell a maximum of 64 tickets to stop this getting messy so don't delay, there's already been a lot of interest in this event.

6) If your team(s) is knocked out in the first round you may pay 0.5g more to be randomly assigned one of the final sixteen if you choose. This offer will only be open to players already in the pools for round one, no new players may join the game at this point. This offer will also only apply after the opening round, I won't do it again when the next eight teams are knocked out or thereafter.

7) If your citizen account somehow gets itself banned that's on you. I will hold any prize money in your name for a full week in case of admins granting a reprieve but after that it'll be forfeit and either given to any other winner(s) at the same level as yourself or to the person(s) who came closest (those who picked the runners up, for example).

😎 CHEATS NEVER PROSPER! This is that exception I mentioned in #4. If somehow you're unlucky enough to draw France, the team where you'll find the overly handy Thierry Henry, and if somehow they manage to win without being kicked out for cheating (bitter, me?) you will only receive HALF your prize money. The other half will be donated to a government department of your choice or to the country account.

9) Prizes are as follows - all money recieved will be divided equally between any players that hold the WINNING, first place, team. Meaning one person could win up to 31.5g depending on how many tickets are sold and who holds the winning team. Those whose team come second will get two Q5 weapons as a personal goodwill gesture from me. No refunds, no prizes for third place or lower. If your team knocks out France I will personally, from my own cash, refund double what you paid to join in (so 0.5g if you pay for one team, 1g if you paid for two x 2). I will do this asap after France are knocked out, and you may keep that money even if your team goes on to win.

10) You may buy tickets up until kick off of the first match - South Africa Vs Mexico on June 11th at 3pm GMT - or until I have sold 64. I will shout via this org if all tickets are sold and return any money recieved after that for the 64th.

11) No swaps. Assigned teams are final.

The Community Lottery and the eIrish Carnival

I need to wait for IP to get back to check in with her and see where the last draw is at and what's what with the Carnival prizes but I'm sure they'll be top of the list when we get chatting and there'll be an update here asap!

The Irish State Community Fund

Back in my first term as MoC we founded the Irish State Community Fund, an org that is intended as a communal bank account for the people of eIreland. The government has no say in what the money within is used for and can't make any claim on it. The ISCF is partly funded by the lottery - 25% of all proceeds are assigned to be donated there - and partly on citizen donation, with people encouraged to donate any small change or foreign currency there and it all soon adds up. The original intention was to gather funds to potentially fund the building of hospitals, back when we only had one Q5, but as it stands the money can only be used for anything at all but only when a referendum of the Irish people is held and the majority (even a simple majority agree). Each current eIrish citizen has one vote.

The ISCF has been a little bit forgotten in the last couple of months so this is largely to remind (or inform) everyone that it's there and that all donations are greatly appreciated. I personally used to regularly (I've been very lax the last couple of months) donate any decimals to the org and any foreign money I didn't have need of (i.e if I had 10.1 IEP I'd donate the 0.1 IEP). This is by no means compulsory, donating isn't any kind of mandatory requirement, but it does mean that when a need for the money arises we'll be better placed to meet that need.

So if you do have spare change please consider donating it to the ISCF (org name: Irish State Community Fund)!
