What are Congress Members?

Congress members are citizens who put themselves forward to represent the population of the country. To become a candidate, you must have at least 100 Experience points and be a member of one of the top 5 political parties in the country. Any citizen meeting these requirements can put him or herself forward to represent their party in a region they choose should they wish to run, between the 16th and 23rd of the month. (Note: Congress Members must move to the region they wish to represent to become a candidate of that region, they can move back should they wish once entering.) Each Party President then selects who he thinks is appropriate to run under the party’s banner on the 24th ahead of the next day's elections ensuring the right numbers of candidates are placed. The total number of Congress Members representing a region is a minimum of one and a maximum of 10, depending on the number of regions in each country. The maximum number of Congress Members depends on the number of regions. In the most cases the number is 40 Members (if a country has between 4 and 40 regions). On the 25th you then vote for the candidate of your choice in your region. Besides the candidates that have received a congress seat, the remaining candidates with the highest number of votes from all regions gain a wild card and become Congress Members as well.
Prior to the election each candidate wanting to do well writes a Presentation saying what he or she is going to do to help the country and there political stance in their region. Parties also support their main candidates to try and win seats. Each party wants to get as many seats as possible.


Duties of Congress Members in game

Congress Members can propose a maximum of 2 laws each while the Presidents can propose an unlimited number of laws. For every proposed law, there will be a Debate link for the Congress Members/President to specify a discussion area. If the law's voting process has not been finished, the same type of law cannot be proposed. The voting process period for each law is 24 hours. In order for a law to pass, the majority of votes must be in-favour (in case of a tie, the law is considered to be rejected), even if only one vote has been expressed. An exception is the President Impeachment law, that requires 66% in-favour votes out of the expressed votes. The President can also vote the proposed laws. So, basically, the President and the Congress Members can vote once for each proposed law, but the laws that they can propose are different. Law Proposals that can be made are; New Citizen Fee, Country Donations, Issuing Money, Changing Taxes, Changing Country Taxes and Impeaching a President.

Congress Members are also responsible for accepting citizen requests. A maximum of 10% of the population can be approved citizenship, and this is divided equally between each candidate. This is to help prevent a political take over. As well, if a country does not have any job offers between skill 0 and 1, the President and the Congress Members will receive a private message announcing this.


Duties of Congress Members out of game

Congress Members duties are not just confined to the game. In fact it has been made eSA law that any actions made during in game must first go through talks in the forums. Each law must be proposed, debated and voted upon before it makes it anywhere into the game. Other laws and proposals can be made in game such as Ministry policies etc... Which do not have a direct effect in game. Congress must follow a guidelines set in the Congress Reform Bill (CR😎, a document that is constantly being updated. Congress also talk about secure issues regarding the country behind closed doors to ensure the success of the eSA, particularly about military issues. There are also guidelines and a procedure to follow when approving citizens. This can be found in the Ministry of Security Immigration section.


Last Words

As you can see, the truly active congress members are extremely busy. You must also remember that congress members also are involved with their party and often have many other roles.
