aloha fellow citizens,
we seriously need to improve current poor state of democracy in erepbelgium. i understand that referendum in newspaper on every single proposal might be not the most convenient method we can use. so we need to extend the group of eligible voters in erepbelgium phorum congress. we need to let every citizen have the right to debate and vote on the non-congress-module laws, which is 99% of the threads in voting area anyway.
this is the fundamental principle of being truly democratic. it effectively limits the risk of corruption and power abuse and it substantialy legitimize every further decisions made by the congress.
therefore i propose the change of constitution law, title 1, art. i-1 to be like this:
Art.I-1 Membership
a - Congress will be decided upon game mechanics; everyone with in-game rank of Congress Member or Country President citizen of belgium is a member of Congress on the forum, as well.
b – Eligible voters for forum votes are the current President and current members of Congress belgian citizens with lvl 20+ who have received Congress member citizen masks by signing in for the current term after being phorum mebers for 14 days.

Every player has the rights to vote for any CM, that's already democratic. Making voting open for everyone will make it a lot more complicated.
in athens there was already democracy for wealthy males over 30. a limited demoversion of democracy. that's not democratic enough. making it open for everyone will make it a lot more democratic. u cant stop the progress. sooner or later it will happen no matter how hard the conservatives tries to supress it.
This is the way to go, iff we make the voting open for everyone it won't make things more complicated, it wil make things more easy to decide.
