Call for papers: Implementing "Exile a Citizen"

Edit: Added a suggestion that Exile voting could be open for all (or level restricted) Citizens in the country, solving the PTOed congress - problem.

If you recived link to this article by me, I hope that you read this. I hope that you find this interesting, and would be interested in conducting a national research in your own country. I would appreciate at least answers to these questions:

- Should a country be able to exile citizens?
- Who should have the power to exile? (President, Congress, other?)
- How should the exile be able to be lifted? (Separate congressional voting, by president, by giving citizenship back?)

You can have more specific questions, but I wish that these main questions would be answered. You can also give your own extensive opinion in game to me, or if the message is too long, in eFinlands forum, here. Label the topic as "Answer to Exile a Citizen".


Summary

Many countries in eRepublik are or have been under serious PTO-threats because of malicious citizens. Some countries have faced long periods of total political occupation, which has caused dramatic loss in players. In real life these kind of operators have been exiled in many countries. Erepublik is a game, and a game has "grievers" and "trolls", who only wish to cause harm to other players. Currently the communities have no real enforcement to their national policies against these operators.

This article is the beginning of an international research, which will determinate the eCommunitys opinion whether a country should have an option to exile its citizens. This article will be sent to all country presidents of the eWorld, to the eUniversity leaders, and to some acclaimed reseachers around the world.


Introduction

I recently sent a ticket about implementing "Exile a Citizen" It went like this:

Hello.

As many countries like Finland and Norway are struggling with hostile political take-overs, I would like You to think about bringing a possibility to exile citizens. This possibility should be given to congress to vote for. It should be possible to exile multiple citizens at once.

Exiled citizen should not be able to request citizenship until his or hers exile is lifted, in another congressional voting. This would prevent hostile takeovers against countries of all size.

Thank you very much for taking time to send us your suggestions. We will take into consideration your opinion and we will see how we can implement these ideas to the current game strategy


I feel that we can do better than this. I believe, that the time to put the power of the researchers and leaders of countries into a real test. We can find out, what the presidents and normal citizens think about the possibility to exile a citizen, or multiple citizens at once.

Current situation

Current situation in many countries is, that they are under serious PTO-threat. In eFinland we are under such threat by hungarian operators, and their supporters. eUSA has also been under PTO-threat for a quite long time.

Countries have their own policies about immigration and acting within the community. They have forums, where they decide penalties for using impeach or natural enemy without general consensus. Also accepting foreigners without permission, which often is for a PTO-operation, is a common reason of censorship.

Communities and countries don't have enforcement for their rules from the game. A group of players, whose only goal is to admit more foreigners, or start impeaches and natural enemy votes, can keep doing those things, even when condemned by the community.

This means that the players who wish to play the game for the best of all have no ways to prevent grievers and trolls from ruining the game for all. This is not in the spirit of eRepublik laws.

Exiling a Citizen

A solution is giving the country a possibility to exile citizens.
This can be divided into exiling foreigners and exiling national citizens.

Foreigners

Exiling non-national citizens would be used to prevent PTO-operations. This would benefit all countries, despite of their size. By exiling multiple citizens at once, a country could eliminate their impending PTO-threat in one single voting.

Problem in this would be the countries that have already lost their country. This would be the ultimate weapon of PTO, too, because they could exile the national opposition.

National Citizens

Exiling national citizens would be used against those, who constantly break codes and rules of the community. By exiling them, countries national laws would be enforced, and trolling and grieving would become smaller problem.

Problem in this is, that if a there grievers and trolls already have enough big part of the congress/the CP, they could exile the "good guys". This would be their ultimate weapon too.

Affects of exile

Exiling would cause the exiled citizen to become a citizen of eRepublik: he/she could be located in countries and apply for a citizenship, and of course still train, fight and work and read articles, but he/she would not be able to join a party, vote in elections, or do anything that requires a citizenship.

In a way exile would be commnunitys own ban. They could ban a player, who wouldn't be banned by admins, but who cause much more problems than an average multi-maker.

Power to Exile

Currently congress has a possibility to start impeach and NE votings. This would make it logical for them to be able to exile a citizen, too. But since it is the ultimate sentence, it could be given to only the president. He would consult his government and congress, who could make the actual decision in forums or by some other way.

One solution that was brought up by a president is, that exile voting should be open to all citizens of a country. This would solve the PTO-ed congress problem. I find this a very good idea. This could also be level-restricted to prevent multies from voting.

Lifting an Exile

Exiles could be in effect until lifted in a separate voting, or they could be lifted by granting the citizenship by a congress member. To this I don't have a clear opinion, but I hope that researches decide one.

Conclusion

Exiling a citizen would bring more reality in to the game. It would help countries under PTO-threats, and also enforce national laws so, that those who only wish to harm others could be banned from the community.
