Dear Czech Congress Members!
Dear all selected Congress People of the New World!


Now you are elected into Congress and have some new buttons in two sections of the menu:

a) Country Administration -> Society -> Citizenship Applications
b) Country Administration -> Admnistration.

What you can do in these 2 sections?

Propose a law in Administration or grant citizenship in Citizenship Applications. A bit more about each of the options below:


Citizenship Applications:

You can simply press the button and accept just anybody. But it will be wiser if you talk to the person in advance. I would not insist but what I do before giving citizenship to anybody.

1. Ask your friend to move to eCZ. Grant c'ship to someone you know.
2. If it is not possible check the following important things:
a) Days the person worked in a row
b) Higher wellness
c) Higher rank
d) Newspaper
e) Medals other than Train/Work medals

My opinion is that you better have an experienced everyday worker than a suspicious someone who came to the country. Important thing is to write to a person and get some feedback.

Ask simple questions. Why do you want to move here? What languages do you speak? Who do you know in the country, etc.

All together the new congress in eCzech Republic has only 30 C'ship Approvals, one per each congress member.

Law Proposals You Can Make

Each Congress member has 2 law proposals every month. These are limited to:


1. New citizen fee: New citizen fee (Current 5 CZK) is the fee that every new player gets from the country account when first registered. There is no reason to change it at the moment *

(Please note that all the wording that comes in italic is comment that I personally have on the current status. It does not mean you should or should not do what you wish. People elected you and they believe you are smart enough)


2. Donate: Country has its own accounts. Just like you have CZK, gold and other currencies in your account the country has its own. Taxes collected and sometimes money coming from citizens or intergovernmental partnerships go directly to the Country Accounts. From time to time it is wise to empty the accounts and transfer money to the State Owned Org/State Bank (In case of Czech Republic such org is Ceska Narodni Banka). Country pays new citizen fees, pays for buying construction (like Hospitals or Defense System), for Mutual Protection Pacts, Declaration of War from its accounts. I would not vote for Donate unless I speak to the Country President first. Never donate small amounts like 5 ITL to the State Bank, because it is just a waste of your proposal


3. Issue Money: This option is also related to the country accounts. If the country needs cash and it has enough gold in accounts, then it can be used for issuing money. Usually Minister of Finance or President will make such an offer in case there is a real need of cash for strategic needs of the country (i.e. Buying guns from local market for the Army). This Law Proposal is better to be used also after consulting to the people you know: at least a Party President


4. Taxes As a congress member you may propose a tax change in any of the areas of economy. Example: houses. Current taxes for Houses in eCZ are 2%= Income Tax, 10%= Import Tax and 3%= VAT. If you theoretically want to change them you may offer changing one or two or three taxes on House in the same time. It is wise to debate any change of tax before it is proposed.
Many countries have active congressional debates before the Law Proposal is accepted. Now we have a very well balanced tax system in the country that allows us to produce goods cheap and compete on the world market. Our expected GDP (Gross Domestic Product) has grown almost 60% since the tax change


5. Minimum wage: The minimum wage (Currently 2 CZK) is the amount below which a factory boss cant lower a salary. If he tries to make a salary 1 CZK he will get a message that it is physically impossible. It does not make a dramatic impact on game, because normally the minimum wage is enough to buy 2-3 breads Q1 for a beginner. And the higher you grow the better salary you get anyways. Please see below it worth it proposing a minimum wage


6. President Impeachment: This is a very serious button. If you click it the process of impeachment starts. In order to change your President you need to collect 66% of votes in your country. In eCZ that will take you 21 vote to change President Ruzicka. In case you theoretically have a good reason to do that Pollo005 will become the President automatically, as he was second after Ruzicka on a Presidential race. Ru Garvey, my Party President, proposed an impeachment when President proposed a War Declaration. This may be a good reason for impeachment (although I personally voted “no”)


7. Provide citizenship This button will lead you to the page of pending citizenships requests. See above to learn about the citizenships.

So, now you know what you can propose or do as a Congress member. Try to use your proposals wisely. But try to use them! Each law offer and voting for the one gives you 1 EXP point. Also it is just a waste of your mandate to come to the Congress and do nothing. If you are not sure about what to propose (or about how to vote for a proposed offer) ask your Party Boss.



Other Stuff:


President and Congress
Please note that there are proposals that only a President can make. These include Declaration of War, Mutual Protection Pact, Buying a Hospital or Defense System. You, as a congressman/woman, have the right and obligation to vote for these.


You cease being a congressman if:
1. You quit Congress
2. You move to another country
3. You are banned

So if there is a chance that you will be bored, please do not go to congress.


You can swap a Party while in Congress:
Changing Party does not kick you out of the Congress.
