Ideas for a better eRussia: Information
The Cossacks HeadQuarters
This is part of a series with ideas about how eRussia could be structured. These ideas are to be considered by any President or Minister. Possibly, some of these ideas were already discussed and even implemented, and I just do not know about it… but these should be few.
They are divided in, by this order, in: Government, Defence, Economy, Foreign Affairs, Information and Industry.

NEWBIES
The correct way to give newbies information, is the welcome message. This welcome message can be changed only though approval of the Congress, which is the reason why it is always obsolete.
The new welcome message should say nothing about the situation of the country, but tell (in both languages) the newbie to check the wikipedia page: “Russian State”. This page should contain a link like “Russian Support for New Players”, a new article.
This wiki article should contain a link to all support services of all parties, as well as to a game introduction like the one in http://docs.google.com/Viewdocid=ddcwqdnj_50hckcvcf7&pageview=1&hgd=1&hl=ru .
The page of the State should contain, itself or in other pages a complete description of the State: an organizational chart with all Ministries and Deputies, all organizations and possibly all companies (of course not the secret ones).
It should also contain a description of all important parties, with their official newspapers, and a list of all the important international contracts signed.
Of course, the page can also contain a link to a forum with this information, but forums depend ultimately on the domain owners. The Russian state should not depend on any particular person, which is a good reason to keep the most central things in the wiki and not in a forum.
CABINETT CHAT
A Minister of Information must be informed.
The Government should speak in a chat room on a regular basis, for example every 3 or 4 days. They should tell what are they doing and why. They have then the chance to coordinate better, and the Minister of Information would get a resume and publish it.
RESOURCES
The Government should have a newspaper, an official Government Bulletin, linked in the wiki State page and in the in-game links. In this newspaper, the MoI would inform the population.
The MoI should also have Deputies who are ready to answer questions, and accumulate the most frequently asked in a FAQ document, visible in some place easy to find (another link for the State page).
The wiki is the main place for information, which is public. It should include all the important links. The wiki is the central, in-game tool, and if should be used like this.
The history of the country should also be explained in the wiki, something which is fortunately on work thanks to sasha237.
Finally, the Government Forum is also a good place for information but we must try to make sure that everybody knows it, by linking it in all relevant places (the first being, of course, the State wiki page).
TRANSLATION TEAM
eRussia is a big country, but it has some English-speaking regions and it is in a game which is based on English, and part of a world of people who mostly understand English.
It is important to open the arms to the people who do not understand Russian. More of them will come and they will stay longer, increasing the population and economy of eRussia. Some of them will be, or become, real eRussian patriots.
The translation team should be part of the Ministry of Information, led by a Deputy. It should provide translations for a fee, and the Government can add a money this fee to pay the translators better. For example, 5 RUB per translation from the customer, and 5 from the Government. This prevents abuses and gives a strong, centralized team of people, so that the translations are made quickly.
These English translations increase the “soft power” of eRussia in the eWorld, and integrate the foreigners in eRussia. They are an important key in any attempt to construct a Slavic Union (see “Foreign Affaris”). All articles of the Government Bulletin should be translated.
An effective Ministry of Information helps to fill the gap between Government and population, explaining them what they do and why. It can also help different communities within and outside eRussia to grow together in the way we need, and new citizens to have a satisfactory experience and play further, increasing the power of eRussia.
Information is power. Truth is power. Unity is power. Help a powerful eRussia and do it!

Ministry of culture and education currently make changes in russian part of wiki.
Moredan, I have some proposal to you: to help with creation of translation team. If some english-speaking people come to The Ministry of Press, it would be easy to translate all of our publication to english. So english-speaking population of eRussia will get latest news in a perfect english 😉

I dunno if ministry of information is a right place for it but what about some kind of intelligence service - like those guys from eHungary who traced spain money.
А как насчет службы разведки? Наподобие тех венгерских парней которые отследили испанское золото? Отслеживание денежных потоков, перемещения танковых команд и тп - есть ли у нас что нибудь подобное?
@Flicus: Not exactly, as I divided them (but yes, this is also "information"). Check the previous article about Foreign Policy, some days ago 🙂 . But I said very little about this because (a) I know very little about what is done already and (b) I prefer not to publish some of the proposals 😉 .
@Tutumba: It is good to know that you are moving in the right direction, but you can see by yourself that this is new. This article is not, BTW, it lies in the forum for about one week, and it was read by many, including the Minister of Education, who asked me for ideas about a week ago. 🙂 .
Of course I have people for a translation service! But will it be, as my proposal said, against a payment for translation? If "yes", I can send messages to about 10 people interested already.

Nikita Kuznecov, глагол should может быть переведен и как жесткий модальный глагол "должен (должны)", и как более мягкий глагол "мог бы (могли бы)". В своем переводе я использовал первый вариант, и, судя по вашей реакции, напрасно.
