I think weapons should be distributed by the government. An only by the government. Here's the point.

Who is more interested in a player using guns while fighting, a player himself or a country? A player gets nothing but more damage to reach next military rank sooner. It doesn't impact the number of earned experience points.

So, I think it's more important for a country to do more damage in the war. So, maybe it's good idea to introduce a new type of taxes or something and then make guns and give them to the strong fighters. It requires a good infrastructure based on mass donation and maintaining lists of who needs guns. But I think it's real.

Or alternatively a government can support (with funds) the private actions of those that hand out weapons. It's hard to delegate responsibillity for every single thing.

We do that for major battles but the cost is simply not realistic.
