Seems with the new Halloween missions you will be needing an NE, and so will we. At the moment your choices are:

Indonesia
Peru
NZ
Brazil

I guess you could try a training war with NZ, attacking Brazil may not be a brilliant idea, Peru has only one region you could reach and Indo are busy right now.

I suggest you release us a few regions then start NE, probably your best option. We'll try to make things interesting for you.

giving chile extra str is not a good idea, sure we get a tiny bit but many many chileans get stronger, making it harder for us to free ourselves
