As I laid awake a few nights ago, I thought over our situation and thought on how I could improve it. Over the past terms we have both grown in some areas and degraded in others, and I hope to put us back on the road to continual growth to a more effective nation.

From those few points I have expanded to an array of possibilities, ideas, and reasons I believe I am the most qualified to tackle the Presidency this May.

1. Activity. For those of you who know me on IRC and such, you know that, quite frankly, I do not have a life. I spend almost my entire existence on the computer, and that is unlikely to change in the coming month. I will be here when necessary.

2. Foreign Affairs. I cannot think of anyone else who has dealt with as much Foreign Affairs crap as I have, unofficial or no, and I still maintain that FA is one of the keys to our continued survival.

3. Luna. This ties in with the previous, but Luna is my baby, and I am giving it everything I have to make it successful. We have made ties around the world, and will continue to do so. When someone in Luna has trouble, the Philippines is the first on their list to contact, and I would be more than proud to continue this sort of relationship.

4. Congressional Activity. Frankly, Congress needs to be more interesting. I would like to ramp up discussions of certain things that fall under their purview, as possibly a renewed tax structure to combat the falling Monetary Market, and a role in the shape of the nation, and make Congress a worthwhile body to participate in.

5. A Constitution. I believe in a bare-bones constitution that gives more concrete roles to the various branches and departments. I would like to see one passed, if for the basis of having a guideline for the future. This would hopefully give Congress more to do, as well.

6. Ministry of Merriment. The MoOM should return, even without the actual guiding hand of MoM, though I believe the password should not be changed if he or she ever decides to return and put out more articles and comics. We should be utilizing the org in the meantime, however, until Indie gets elected President.

7. Cabinet Briefings. By making the cabinet more accountable to Congress, we can increase the efficiency of the ministries, and give more for Congress to do. Plus it keeps people more informed on the workings of the Government.

8. Active Media Presence. I hope to start a program of offering rewards to being active in the media, possibly PHP compensation for writing informative or quality articles. I would really love to see more activity on this front, and I will continue to publish the LNN.

9. Military Priority. I hope to continue to grow the military and make it more efficient, stronger, and a strong worldwide presence. We have gained the unofficial moniker of the Luna army, since we show up almost everywhere, and I will work towards making sure we can do that sustainably.

10. Junji Batallion. I have continually been impressed by JBs performance, and duly hope to bring JB and the AFP into a relationship of cooperation, with the possibility of a shared Ministry of Defense obligation. This way, JB and the AFP are still separate entities, but can directly coordinate on things such as orders, supplies, and communes. Sort of like a council of two good minds, one of the militia, and one of the national military.

11. Census. A regular census should be taken and part of a ministry, to more accurately guage our active population. I conducted one several months ago, and it was highly interesting, as well as a good recruitment tool for the military, and bringing semi-actives into the fray of activity.

12. Military Loan Program. The loan program that’s been open is alright, but I think it would make more sense to tie it to the military. That way, on-the-fence people may opt into the military to hopefully take advantage of this, and it has more an impact on our military performance. This will not only apply to the AFP, but JB as well.

13. Ambassador Program. Formalize the ambassadors with regular reports to the MoFA and President. Hopefully this increases the effectiveness of the overall program and turns it into something more useful.

14. Tagalog. I would like to start seeing more English/Tagalog articles, especially government things, in order to bridge the gap, so to speak. In the past, Tagalog has connected with the lesser-active populace much moreso than English.

15. Congress Medals. Some do this already, but I would like the donation of the Congress medal, or at least part of it, to become mandatory to the BoP. This is a large income source that we are continually missing out on. However, I would like to split the proceeds of up to 50% or more of that specific gold being used directly in the Loan Program, in order to accelerate economic efficiency.

16. Orders and Awards. I would like to extend the Orders system of awards out to include more acts, and get more people nominated and on the rosters. So far we have only given out two Legions of Honor and one Order of Sandugo, while many others deserve it.

Plus, if everyone agrees to come aboard, we can continue our cabinet excellence.

Simply put, I hope you all deem this a good time for one more Hekter month. I believe everything above is achievable, not something lofty like total eSocialism, and that all together we will be better off for it all by the time the next month rolls around.
