If I understand well, Gold Mines will come to the most powerfull countries? Plato! You're giving more money to the countries which have allready plenty money!
That's not what we want! Gold mines will help the powerfull countries to be much more powerfull! Don't help powerfull coutries to dominate the world when smaller countries have to RENT their own regions to have a congress!
