The following is the full text of the tax and budget compromise bill currently on the floor of the General Assembly.
I am reposting it here for public review because I understand that people are frustrated seeing the mess Congress has made of the recent tax debate. Not everyone will like it, but that's why they call it a compromise. This bill has strong bi-partisan support and will move to a vote very soon, but I wanted to bring it here without any segments edited or censored so that the American public can see what we're up to.

Details of Proposal:
I think very few people disagree with me when I say the way we've gone about this tax and budget conversation is a disaster. The over-the-top proposals for tax hikes and the public humiliation of well intentioned Congressmen have brought us to a place where we are approving haphazard tax changes that could seriously affect our labor and product markets. Not only that, we have through our bungling further degraded this body's reputation with the American public and lost sight of our duties as a branch of government.
I propose the following bill as a replacement to all previous proposed changes to our tax structure, including those already passed in-game. I have not consulted with others on this proposal yet, and I'm very open to comments from all concerned in this thread. I have made adjustments to the previous compromise bill to reflect a more measured step in every regar

While I am still firmly against the raising of import taxes as we have proven they are detrimental to our country's long term economic health, I am willing to concede given that so much of Congress feel very strongly that they should be in place. I also feel strongly that any further adjustments to the budget or tax policy be born from the Budget and Finance committee, and providing that this bill passes (I have no idea if it will or not, obviously) that we make a resolution that all conversations on budget and taxes for the remainder of this term stay within committee to prevent the over-politicization of sensitive matters of fiscal policy.
This bill includes:
A hike in all income taxes to 22%.
A drop in all VATs to 6%, with the exceptions of Food which is raised to 20% and infrastructure which is set to 50% and Houses which remain at 1%.
A hike in all import taxes to 3% with the exception of diamonds which remain at 1% and infrastructure which is set to 99%.
The cut of strategic reserve weekly savings from 500 to 250 Gold/week.
The addition of a supplemental budget line for Karnataka of 300 Gold/week.
This is not as big of a change on either side as the last compromise bill, but it accounts for the added revenue needs for Karnataka and prevents the need for further military cuts at this time. The fact is, the question of drastically cutting the military budget is NOT a good issue to handle in an openly hostile public argument like the one we have now. It is our duty as a body to effectively fund our programs and govern in such a way as to maintain the continuity of those programs and the effective and responsible use of the public's funds. If we can come to an agreement on taxes and this new budget we can go back to the Budget and Finance Committee, invite military and presidential leadership into the conversation and have the real talks about whether the military lines must be cut. This bill will finance our programs until such a conversation is possible.
It is my solemn intention to find a solution to our current problem, and not to exacerbate animosity and divisiveness. We must be responsible in our duties and give this compromise its due consideration. My hope is that by conceding on all sides we can return to the center and do everything we can to settle this issue amicably while leaving the more volatile question of budget cuts to the committees where it belongs.

im a bit disappointed in the 3% tariff as well, but it isnt to high and might keep protectionists at bay for a while. kinda hoping for a little more of a drop in the VAT, but I like this better then our current tax levels

This is cool, Sydiot. I shudder to think how much time must have gone into it.
I find the tax proposal very sensible in the light of our deflationary economic condition.
Huge Kudos to sydiot for making the tax and budget proposals public.
As much as I am wary of import taxes because they could make the Eden Alliance shakier, I think the 3% proposal makes a lot of sense. My only question is what do our allies think of this change and is it high enough to protect eusa businesses? Which brings up the questions:
1. How much of an import tax can our allies tolerate?
2. How much of an import tax are they currently levying?
Like sydiot, I am not a proponent of high import taxes. However I feel they are useful and justified if there is evidence of dumping. And then they should be only against the countries that are doing the dumping.

Sydiot i gotta say that most of the time i agree with you, but i feel that import taxes should be raised still. What does a 2% raise do? It definitely would not sway my opinion of selling my product in the eUS market. Right now the economy is in the crapper because there are too many products (supply) on the market, and not enough citizens to purchase all of them (demand). When supply greatly overwhelms demand, prices go down. When prices go down, wages go down. Plus Lana and the gold hoarding. So, my proposal is that Income taxes be set at 20% across the board except for Hospital and Defense Systems, which are pretty much never bought unless their Q5 and when we need a new hospital or D system.
I agree with the other tax laws, except Food will suffer because of the VAT tax at 20%, which is ridiculous. However, i guess the new budget requires a tax hike.

Nice to see that here there is organized and structural budget compromise. In my country (Colombia) I try to lead something similar, but it seems I fail again 🙁.

Imports are NOT the main cause of over-supply. The problem is the low, low cost of creating companies and a precipitous drop in discretionary spending on goods by players.
Very low import taxes are good. They increase demand for the dollar while putting foreign companies at an ever-so-slight disadvantage. Product dumping is a scapegoat, the real problem is structural economic weakness for a few reasons, none of them overly simple (except Lana).
I would support this if...Hospital and Defense Systems were dropped to 10%, import tax raised to 99% and eIndia pays eAmerica to protect their High Iron. Also I want to see a budget of where the money is being used in all of these organizations in Lines 1 through 14. My bet is that those budgets could be cut, after all doesn't the military have their own companies now?

I'm not sure raising import duties is the answer but I'm willing to get behind this proposal and evaluate what the results might be.

Well I'm still kind of iffy on this "compromise" but after evaluating the original proposals..this seems to be a big step forward.
Better than the one before but food VAT is still ridiculous. My opinion is that the proposed import tax @ 3% is good; it will increase tax income since it probably will not have any affect on the import numbers. Import % could have been even a little bit higher on manufactured goods.
Shouldn't touch the income VAT, it will only encourage to pay salaries via donate.
