If this is true, it will make sense most if it's given to the strongest players. Sure they can usually afford Q5s, but they can't use them for every single battle.
Civil Defense Union is funded by Sanchez Shortie, a Level 15 Sergeant. No offense, but I don't think he'll be providing free Q5s any time soon.
