Con gran satisfacción presentamos el documento de Formalización de la Sub-Alianza/Grupo ROLA.

Originalmente compuesto por Brasil, Chile y Paraguay, el documento es una prerrogativa de la existencia del bloque militar establecido en América cuyo objetivo es mantener las relaciones diplomáticas, la ayuda mutua militar y coordinada.

Originally composed of Brazil, Chile and Paraguay, the document is the prerogative of the existence of the military bloc established in America, whose focus is to maintain diplomatic relations, military, mutual aid and coordinated.

Chapter 1 - principles and aims

Article 1 - aims

1.- Brazil, Paraguay and Chile sign pact in order to ensure their territorial independence, economic profit and provide better cooperation between them. This pact does not prohibit the country participants (known later as fellow nations) to participate in alliances of some form. Its aim is only to strengthen the mutual friendship between the fellow nations.
2.- This pact will have as goal the freedom of the countries of America that follows the good path. This pact will be called ROLA - “Resistencia Organizada por la Liberación de América”. It will assure the freedom of every American country that accept the straight values of the signatories of this pact and the signatories will punish every country that takes the wrong way.

Article 2 - principles

1. Democracy

Fellow nations have the right to equal voice and participation within the pact.

2. Sovereignty

Fellow nations have the right to control of all their core regions. Any attack on a fellow nation, unless agreed to be leased or relinquished, shall be regarded as an act of aggression, and every fellow nation has to make effort to repel the aggressor. Territorial and political independence of the fellow nations is guaranteed.

3. Cooperation

All fellow nations will coordinate to ensure their safety. Help has to be lended if requested by a fellow nation in need. Trade and economic co-ordination between the fellow nations is encouraged.

Chapter 2 - Admission

1. Any country, regardless of its military strenght, population or geographical position can join the pact, if agrees to submit under the principles and obligations of this pact.
2. The country that wishes to join has to make official request to join the pact via its country official representatives
3. Acceptance is granted by unanimous vote by the presidents of the fellow nations.
4. The country candidate has to hold voting in its congress for making the request and it has to be accepted with majority of 66%
5. If accepted, the country shall receive equal rights and privileges as the other fellow countries

Chapter 3 - Strategic council

A. The Strategic Council is the supreme military and political body
Each fellow nation shall have one vote each.
The Strategic Council consists of all presidents, MoDs and MoFas of the fellow nations
The Strategic Council may appoint representative in affairs with non-fellow nation
If unavailable, Country president can appoint his representative
B. The Strategic Council addresses the following issues:
The declaration of wars and signing of peace treaties with countries;
The engagement of the regular armed forces in military operations
Acceptance and suspension of participants

Chapter 4 - Fellow nation

1. Fellow nations by this pact are Brazil, Paraguay and Chile.
2. A fellow nation has the obligation to follow the principles and duties of this pact
3. A fellow nation is required to share all important information with the others and inform them for any diplomatic moves it makes towards outside nations.
4. No fellow nation may commence aggressive military or economical behaviour towards another
5. No fellow nation should be engaged in diplomatic activities that harm other participants directly or their long-term goals.
6. If fellow nation does not meet its obligations and does not follow the principles by this pact, voting for suspension of this nation can be enacted upon request of any of the pact participants
7. A vote for suspension of participant is considered successful and effective, if approved by a 66% majority of CPs votes.

Chapter 5 - Amendments

Amendments can be done by unanimous vote by the presidents of the fellow nations

Capítulo 1 - Principios y Objetivos

Articulo 1 º - Objetivos

1-Brasil, Paraguay y Chile firmaron este pacto para para asegurar su independencia territorial, los beneficios económicos y proporcionar una mejor cooperación. Este pacto no prohibe a los países participantes (ahora conocidos como Naciones Amigas) de ingresar a diferentes alianzas. Su objetivo es unicamente fortalecer la amistad mutua entre los Países Amigos.

2-Este pacto tendrá como objetivo la libertad de los países americanos que adopten el camino propuesto. Esta alianza se llama ROLA- "Resistencia Organizada para la Liberación de América." Ella garantiza la libertad de los países americanos que acepten los valores adoptados por los firmantes de este pacto y castigará a todos los países que los violen.

Articulo 2 º - Princípios

1. Democracia

Las Naciones Amigas tienen derecho a la igualdad de representación y participación en el pacto.

2. Soberania

Las Naciones Amigas tienen el derecho de controlar todos sus territorios originales. Cualquier ataque contra un país amigo, a menos que exista un contrato de alquiler o cesión, se considerará un acto de agresión, y cada país hermano tiene que hacer un esfuerzo para repeler al agresor. La independencia política y territorial de las Naciones Amigas está garantizada.

3. Cooperación

Las Naciones Amigas coordinarán para garantizar su seguridad. Se prestará asistencia a solicitud de la Nacion Amiga que necesite. Se promoverá el comercio y la coordinación económica entre las Naciones Amigas.

Capitulo 2 - Admisión

1-Todos los países, independientemente de su población, fuerza militar o posición geográfica pueden unirse a la Alianza, desde que acepten los principios y obligaciones de esta.
2- Un país que desee ingresar debe presentar una solicitud formal para unirse al pacto por medio de sus representantes oficiales.
3-La aceptación se concede por votación unánime de los presidentes de las Naciones Amigas.
4-El país debe promover una votación en el Congreso para hacer la solicitud que debe ser aceptada por una mayoría del 66%
5-Si es aceptado, el país recibirá los mismos derechos y privilegios de las otras Naciones Amigas.

Capítulo 3 - Consejo Estratégico

A-El Consejo Estratégico es el órgano supremo militar y político.

Cada Nacion Amiga tendrá derecho a un voto.
El Consejo Estratégico está integrado por todos los presidentes, los Ministerios de Defensa y Exteriores de las Naciones Amigas.
El Consejo Estratégico podrá nombrar representantes en asuntos relacionados con naciones no amigas.
Si no está disponible, el presidente de cada país podrá nombrar su representante.

B-El Consejo Estratégico trata los siguientes asuntos:
La declaración de guerra y la firma de tratados de paz con los países;
La participación de las fuerzas armadas regulares en las operaciones militares.
La aceptación y la suspensión de los participantes.

Capítulo 4 - Naciones Amigas

1-Las Naciones Amigas de este pacto son: Brasil, Paraguay y Chile
2 - Una Nación Amiga está obligada a seguir los principios y obligaciones de este pacto
3 - Una Nación Amiga tiene la obligación de compartir toda la información pertinente con los demás e informarles sobre las gestiones diplomáticas con otras naciones.
4 - Ninguna Nación Amiga puede demostrar un comportamiento agresivo militar o economico con otra.
5 - Ninguna Nación Amiga debe involucrarse en actividades diplomáticas que dañen a los otros participantes directamente en sus objetivos a largo plazo.
6 - Si la Nación Amiga no cumple con sus obligaciones y no sigue los principios de este acuerdo, un voto a favor de la suspensión de la nación podrán expedirse a petición de cualquiera de los participantes de la alianza.
7 - Un voto a favor de la suspensión de los participantes se considera correcto y eficaz si es aprobado por una mayoría del 66% de los votos de los CP.

Capítulo 5 - Cambios

Los cambios se pueden realizar con el voto unánime de los presidentes de las Naciones  Amigas.
