Fairness of resource distribution [Analyze]

I was asking myself how fair is resource distribution across eWorld. So i made simple table to show it.

As you can see in average resources are given fairly but there are exceptions.
Average on countries with 8 regions is 4 resources but Austria have only 3 of them. Same average is in countries with 9 regions too but South Korea have only 3 resources and South Africa 5. Maybe most apsurd thing is that Republik of China (Taiwan) has 4 regions and only 2 resources while Pakistan has also 4 regions and 4 resources and average is 3. Same situation is in countries with 6 regions, average is 4 but Finland, Slovenia and Belarus have only 3 and Brazil even 5.

Most interesting countries are "big" ones.
Brazil 6/5 - should have 4 or even 3
Canada 12/5 - on edge between 5 and 4
China 29/5 - ok
France 22/5 - ok
Germany 13/4 - If Canada have 5 then it should too
Greece 10/4 - ok
India 17/5 - ok
Iran 12/4 - Same situation as Germany
Italy 20/4 - definitely should have 5 resources
Russia 11/5 - Look at Canada, Germany and Iran
Saudi Arabia 13/4 - look above
South Sfrica 9/5 - definitely 4
Spain 17/5 - ok
Ukraine 13/4 - on the edge also
United Kingdom 12/5 - same here
USA 51/5 - ok

Some interesting fact is that Uruguay has only 1 region same as Singapore but it is maybe 1000 times bigger.
