Failed Impeachment

As you may know by now, Vladimir Yurevitch Gagarin*, has proposed an impeachment which, of course, failed. I have heard from many sources that this prevents the Congress from making an impeachment in the next 7 days. That means, that the new Congress will not be able to make an impeachment on Martin for a long, long time. Practically until the next presidential elections.
UncleDeD says that Martin will be banned when the peace treaty with the eUSA is signed, but of course this can also need a long, long time.
The version form UncleDeD, quoted with his permission from Skype, is:
"it wasn't damn discussed. congressman proposed ir without dissussuion and approval. So now we have only 1 way - ban of martin. we'll do this when threaty is signed
I can't contol every memer of congress.
when i came to the game law was proposed and there were 7 votes against. I let them vote as they want.

UncleDeD, however, has rejected any punishment on Vladimir Yurevitch Gagarin because "It's a mistake" (and mistakes, apparently, do not deserve punishment). Vladimir Yurevitch Gagarin may be again Congress person for Eastern Siberia tomorrow (it depends on you - the people).
Of course, there is another possible interpretation of all this:
1. UncleDeD orders Vladimir Yurevitch Gagarin to make the impeachment to ensure that they can decide to eliminate Blumen or not, and the Congress remains for 7 days without voice about this. A Congress which could be dominated by Empire and Future.
2. Later he says that he had nothing to do with it, but of course does not punish his loyal agent (nor the e-citizen who is really controlling it, if this story is true).

FRP never voluntary will give the power. It not the first (and for certain not last) "just a mistake".

No, there is another way - ban of UnclDed (he confessed he controles someone else's account), ban of blumen, and ban of both Gagarin and the person who controles him.
