eNihon Kaizo Part 2: Military Supplies

The second part in the Reorganization of eJapan is the adjusting of the current MU supply system.
Regardless of what some people think, I did not support the current system of extensive screenshots. Having been part of the large eROK MU supply system, I know just how hectic and labor-intensive things can be. As such, I have suggested changes to the system which have been accepted by the Cabinet.
Changed System
Distribution Process
1. MU Commanders/Captains post on their MU subforum the Last Day Fights (ordered so large kills come first) of their regiments.
2. MU Commanders/Captians fill out the Forms Request after 12:00 game time, next day.
3. MoD distributes supply to MU Commanders by 20:00 game time, same day as request.
Distribution Amount:
- For every 15 kills a player makes (that shows on the Last Day Fights) they get 5 Q6 Weapons.
- Maximum distribution is 15 Q6 Weapons (or 45 kills)
Distribution List:
0~14 kills: 0 q6 tanks
15~29 kills: 5 q6 tanks
30~44 kills: 10 q6 tanks
45~∞ kills: 15 q6 tanks
An Article shall be written by Auraborus concerning this reform. Application forms and more details will be posted in the forums, under the control of the Ministry of Defense.
This is the second part of the Reorganization of eJapan, dealing with the military. The final part shall concern finance.

Wouldn't this cost way too much?
I've run some numbers, and given the relatively low activity in general, we should be able to pay for this and the Senpai/Kouhai program without resorting to reserves.
If I read it right, even 2clickers will be supplied, then it would actually cost a lot more.
Those two-clickers would have to have 15 kills first, which is pretty hard for two-clickers to do in the first place.
I beg to differ, I get 17 kills within the first hr of a new day.
Example: JSDF (79/183), approximately 500 tanks worth = 13,750 yen.
With some of the other large MUs opting out of the program, we have sufficient reserves.
That's good work, Sumeragi. It's way less bureaucratic.

But now I don't really understand why should we make a list from kill. There is a public stat for this (summarized)
1. Because the public stats is a collection from several days, not a single day.
2. I'm not going to give supplies for every single kills. There's a reason the minimum kill is 15.

For 25 kills we give the same supply as for 15?
That's at least a system we can try. If it works well, we can keep it. If not, we should improve it then.

This system makes more work only for commanders but this is ok!
