eBosnian Embassy report : eBiH TOed or NOT ?!

Dear Romanian friends
president elections ended and ,here in eBiH, we've got some really interesting results. President candidate from DSS ( Democratic party of Republika Srpska) NemanjaRS ,won with only 2 votes more then second candidate Klynn !
Is Bosnia and Herzegovina TOed?
Tehnically, eBiH is not TOed because Bosnian Serbs are legal part of Bosnia.But ,in background of whole elections, we can see that Bosnian Serbs from DSS party were giving citizenships to players from Serbia last few months.
Because of those citizenships, DSS got voteBOOST and they were able to win these elections ?
Where was antiTO-team ?
eBiH had enough players to vote for Bosnian candidate,but "Radnicka partija" and their candidate were not cooperating and their candidate got 100 votes which could be decisive ,and that could win these elections.
So whats up with eBiH now ?
New president explained in his plan,that eBosnia should be neutral,so we could have situation that eBiH leaves EDEN.
