Actually, if Ukraine and India are considered as conquerable countries and Russians don't want all their original regions, the 4 countries (Russia, Hungary, Romania, Indonesia) can make a splitt that gives all of them 4-5 resources. Together, they would be invincible.
But where would the fun be in that?
By the way, that is possible in other combinations as well, the result being more or less the same, total domination of one alliance.

In the long run, everything is possible. This romanian-hungarian war is interesting for a while, until it becomes a vicious (boring) circle for both sides. This option (alliance) is unlikely in the next few months, but an interesting theoretical question.
