Sol Alliance Update:

The wargames now have a pre-defined wargames schedule. Since the last report, several other nations have requested to join our alliance as "observers". This would mean that whilst they do not directly get to vote on our proposals, they are still able to see what we are doing. At the time of release, four eNations ( India, Indonesia, South Africa and the United States of America) have been granted Observer Status in our alliance, with a vote currently underway on whether Canada should be granted Observer status as well.

Senate Bill Proposals

The following are the complete list of bills that have been proposed and voted upon since the last Department of Information Senate Report.

AUD Print:

A proposal was initiated by Senator Dark Vorodor. It was initiated in order to allow for a printing of 20,000 Australian Dollars for the cost of 100 gold. The reasoning for this bill being that the National Bank of Australia (NBA) had a limited amount of money that could be accessed (10,000 AUD is used as a “wall” to constantly ensure that the AUD is not devalued through the monetary market). In summary, although this money was not crucially required, it would be there in case of any unforseen emergencies that may have arisen.

This bill was passed in a vote of 13-4 (Newt Gingrich and Melchizedek Smith abstained from voting).

RBA gold trading:

A proposal was initiated by Minister of Finance Son of Rambo. This bill was initiated because the gold trading done by the National Bank of Australia is making it difficult to accurately record the day-to-day recording of trading of the eAustralian Dollar (one of many important functions of the Department of Finance). The proposal would allow for gold to be transferred from the National Bank of Australia (NBA) to the Reserve Bank of Australia (a Government owned Organisation established for the purpose of Money Marketing trades). This was formalised because legislation requires a bill to be passed in order to transfer money out of the NBA.

This bill was passed in a vote of 17-0.

Government Funded Companies Act

This bill was proposed by Xavier Griffith. It was designed to list the Government Funded Companies (GFCs) and to enshrine in legislation their purpose, and specify how they could operate. This bill saw much passionate debate between both the Senators and the Cabinet, and the proposal itself underwent three separate proposals during the discussion period of the proposal.

The Government Funded Companies were grouped and listed in two groups. These groups were the “general GFCs” (Australian Military Gifts, Medicare Diamonds, and the Department of Housing) and “defence GFCs” (DoD Weapons, DoD Moving Tickets).

This bill was passed through in a vote of 13-6 (Mitch Johnston abstained).

New Citizen Message:

A proposal was made by Prime Minister Ranger Bob to change the message that players receive when they first start the game. It was introduced because of the high rate that we have of players who sign up for the game and then don’t play it anymore. In particular, though, it would link players to the forum and the IRC channel right from the very start.

This bill was passed in a vote of 14-0.

Sensitive Issue Amendment:

A [url=http://.tinyurl.com/njzjd7] proposal [/url] was started by Newt Gingrich to amend the Government Secrets Act . This proposal would add another section to the act defining what a “sensitive issue” is. This proposal was passed with a vote of 16-0.

June-July August Budget

This budget proposal was started by the Minister of Finance, Son of Rambo. Further department spending figures can be viewed here . The majority of the funding was pre-approved by previous administrations (i.e. 5 AUD automatically deducted for each new citizen, etc). One section of the budget that was not previously accepted was a Money Print. This print would create 130,000 AUD (at a cost of 650 gold). In total, this month a total of 161,861.10 AUD and 901.4 Gold would be spent by the government in the coming month.

The vote was set in two separate sections:

1. The total budget (spending of up to 161,861 AUD and 901.4 Gold).
2. The Printing of 130, 000 AUD for a cost of 650 Gold.

Both sections were voted through , with the total budget being approved with a vote of 17-0 (1 abstained), and the AUD printing being passed through 16-0(2 abstained).

Political Process Act

A proposal was put forward by Melchizedek Smith (Senate Speaker). This bill was put forth as a means of compromising between the seemingly conflicting roles of cabinet, also called the Executive Government (who are appointed by the Prime Minister, but not directly by the eAustralian public) and the Senate (who are appointed directly by the public, write and amend the legislation, but do not do the actual day-to-day running of the country).

The bill itself outlined the proposed process by which this could take place: At the start of their term (i.e. the 5th of each month) the PM would work with each department and help create a formal portfolio for the term. They would then publish this portolio in the discussion area of the senate forum (with any sensitive issues being published in the sensitive section of the senate forum). These topics would then become locked, but would remain viewable by both senate and cabinet. Any changes to this proposed action would require the cabinet member to notify senate before taking action.

This bill was passed in a vote of 16-0.
