Dear Olec,


I know you have been trying hard to blackmail, insult, belittle, hinder the efforts of the bulgarian government during February. I know because I saw a good part of the logs as an adviser on foreign politics to the same bulgarian government you and your staff have been relentlessly working so hard against. Lets be frank - your last action plainly shows how desperate HQ was in its search for an excuse to get rid of the bulgarian right to veto.

I am not going to contest the decision reached yesterday, be it right or wrong, it is in your right to vote and decide what is good for the alliance. I am on the other hand going to point out, that the manner in which it has been handled has been very poor. Very, very poor Olec.


The timing


Lets put aside the fact, that the 3rd of March is the bulgarian national holiday. You shouldn't care about that and plainly, you showed that you don't. The timing of the meeting was such, that representatives of Canada and China could not attend. Whether that was done on purpose or was a mistake, it is not in my interest. My interest is reaching common grounds so a fair vote could be held, as HQ insisted on so many occasions concerning Turkey.

The reasoning

Again, I am not going to contest the accusations, but the reasoning behind them. Take a look at the charter:

I would like to bring your attention to the following paragraphs, under article III:

2.0.3. All important Brotherhood related decisions need to pass a 24h debate period followed by a 24h voting period.
2.0.4. If a Member has failed to cast a vote in the allotted 48 h (24+24) time period it will be considered as Abstaining.
2.0.5. In times of crisis the Supreme Commander has the right to call Emergency Votes Procedures which leave only from a minimum of 3 hours to 8 hours maximum time for debate, conclusions and voting.

Comment:
As far as I know, there was no 24 hour period for debates or at least the bulgairan government was not informed of it. You can find solace in paragraph 2.0.5 but there is no crisis whatsoever after the signing of the ceasefire. If you had proposed such a resolution before the ceasefire, yes, by all means, but not after both countries actually signed one and put an end to hostilities for a week.


And of course, the cited reason why the voting actually took place, under article IX:

2. If a Member feels that another Member has breached the terms outlined in this Treaty and brought prejudice to it's interests and automatically to the interests of the Brotherhood it can file an official complaint to the Command Council.

2.0.1. If such a complaint is filed the High Ranking Officials must take a vote to validate the accusation. The vote is considered to be in favor of the accusation if it meets a majority of over 66% votes [100% is considered to be all the CC members minus the Ranking Official representing the offender] thus confirming the Treaty violation.
2.0.2. The Member that is found guilty of said Treaty violation can choose to either repair the damage caused as decided by the Command Council or accept a Reprimand.
2.0.3. If a Member collects over 2 Reprimands in the course of 30 days the Supreme Commander is obligated to request a vote that terminates the offenders Member status as described in Article II paragraph 3.0.2.



Comment:

Now, correct me if I am wrong, but this was the first voting on actually handing a reprimand to Bulgaria. You can not actually change status of a member without having voted 2 reprimands. Even if you want to reason that a reprimand might be the suspension of rights it clearly violates paragraph 2.0.2 - Bulgaria was never given a choice to either repair or accept the reprimand. They were actually given the reprimand, without any prior notice!

I would even go so far to say that they were reprimanded even before any proposal was given to be voted, when someone banned all bulgarian representatives from official Eden channels. Tell me if I am wrong, because truly there is more than one violation of the treaty done by HQ itself concerning Bulgaria and the proposal.



What I suggest


And would like to state that this is my personal opinion - hold the same vote, giving a 24 hour period for debate, with the newly elected presidents, on the 6th or 7th. Make sure that representatives of China and Canada can participate as well.

If it passes, give Bulgaria a choice - to either repair the damage or accept a reprimand. Most importantly, do not try to cheat your way around the treaty - this is the first reprimand and it can not change the Member's status. Also, the changing of status can come only after two, I repeat, two reprimands have been given. That makes three different motions altogether.

Yes Olec, suspending the Member's rights is actually changing their status. And yes, the treaty clearly states that you can not do it so hastily.
