Het werk op het Ministerie van Financiën vereist op dit moment vooral veel creativiteit. De prijzen van grondstoffen, wapens en voedsel zijn sterk gedaald, wat een voordeel betekent voor de beginnende speler, maar tegelijkertijd ook betekent dat we nauwelijks inkomsten hebben uit belastingen (10% van de marktprijs). En daarmee keldert vanzelfsprekend het regeringsbudget nog verder. De monetaire markt is daarbij erg risicovol op het moment. Dat komt omdat de prijs zich al geruime tijd beweegt vlak boven een kantelpunt, waardoor bovendien de marges laag zijn. Onze mogelijkheden daar zijn dus ook beperkt.

Dat zie je ook terug in de behaalde resultaten de afgelopen regeringsperiodes. Je ziet geen bedragen, maar je krijgt wel een goede indruk van de teruglopende winsten die gemaakt worden na de zeer veelbelovende resultaten tijdens van Spijck 3 en 4. Daarvoor waren de mogelijkheden nog beperkt door onvoldoende toegang tot orgs en onvoldoende werkkapitaal. Er na daalde de prijs van goud zo hard dat er vaak veel risico was en aanbiedingen moesten worden geannuleerd.



MPPs? Liever tegemoetkomen in reële kosten
Het budget uit belastinginkomsten is net genoeg om 1 a 2 MPP’s te sluiten. De keuze van onze regering om outside-the-box naar manieren te zoeken om het spel toch voor iedereen leuk en betaalbaar te houden is een creatief antwoord daarop. Het budget dat we hebben kunnen we - binnen de mogelijkheden die we hebben - beter inzetten voor (tegemoetkoming in) kosten die reëel worden gemaakt (verhuiskosten, wapens) dan door te investeren in MPP’s die ons misschien maar niet zeker verhuiskosten besparen.

Focus op minimale verhuiskosten
Laat ik dat laatste even uitleggen. Van MPPs hebben we alleen (financieel) voordeel als er NE battles zijn in deze landen - en veel landen doen het helaas rustig aan op het moment, ook vanwege de kosten. Dus als we moeten vechten voor andere landen of als het geen NE maar een RW campaign is, moeten we alsnog verhuizen en vergis je niet dat dat elke keer minimaal 20 NLG kost. De salarissen op dit moment staan op 5 NLG per dag... (tip: zoek daarom sowieso een baan in een commune waar je zo’n 4 Q7 per dag verdient, ofwel 28 NLG in waarde).

Verhuissubsidie 60 NLG voor divisie 1 en 2
De keuze voor China, een land met 21 MPPs, is daarom niet zomaar. Bedenk dat je met verhuiskosten heen en weer weliswaar 120 NLG kwijt bent, maar dat je dat natuurlijk direct bespaart als je een paar dagen minder hoeft te verhuizen. Als regering snappen we overigens wel dat 60 NLG ineens veel geld is voor een beginnende speler. Daarom willen we de spelers in divisie 1 en 2 tegemoetkomen met een tijdelijke subsidie voor de verhuiskosten naar onze eigen regio’s terug. Omdat ons budget duidelijk niet onbeperkt is, hanteren we een paar spelregels:

- alleen voor spelers in divisie 1 en 2
- tot we weten hoeveel wordt aangevraagd, voorlopig eenmalig 60 NLG per speler
- je moet een screenshot posten op ons forum (details volgen)
- geldt alleen voor terug verhuizen bij een RW als we geen eigen regio’s meer hebben of
- als er anderszins orders komen van MoD om terug te keren naar ons eigen grondgebied.

Dit geld moet ergens vandaan komen natuurlijk. In eerste instantie besparen we geld door minder MPPs af te sluiten, en het bedrag voor 0,5 MPP (5.000 NLG) reserveren we sowieso voor deze subsidie.

Operation GoldRush!
Gelukkig hebben we ook nog donaties zoals het prachtige initiatief Operation GoldRush. Opgestart door Joshua Morriseau (en GPN), maar waar uiteindelijk vele spelers aan hebben meegedaan en wat zo’n 36.000NLG heeft opgeleverd. Hulde! Dat klinkt natuurlijk als veel en is ook veel, maar we kunnen dit ook niet elke maand verwachten. En we willen het in elk geval zo efficiënt mogelijk uitgeven.
Voor alle duidelijkheid; het goud wat congresleden hebben afgestaan aan de staat wordt hier niet voor gebruikt. Dat komt bij onze goudvoorraad zodat we op termijn bv. weer een state company bij kunnen kopen.

(Naast dit grote initiatief, ontvangen we soms ook individuele donaties. Recent hebben we bv. ook nog geld ontvangen van een speler die stopt. Jammer uiteraard als iemand stopt maar heel mooi dat iemand zijn “erfenis” schenkt aan de staat. Als iedereen die stopte dat nu eens zou doen...)

Strikes met gratis wapens!
Deze financiële injectie geeft ons als regering extra ruimte om jou niet alleen tegemoet te komen in kosten, maar ook geld uit te geven aan wapens en het ook gewoon eens leuk te maken! Hierover hoor je ongetwijfeld de komende weken meer, maar in elk geval zullen hieruit de supplies betaald worden voor de joint strikes die we gaan houden met onze ‘Allies van de Week’. We willen voor minimaal 3 joint strikes zo’n 15.000 NLG reserveren. Dat komt neer op max. 700 Q7 wapens per strike om uit te delen!

Met de maatregelen van de regering kun je deze maand als (beginnende) speler dus rekenen op:

- minder verhuiskosten door de Daily Orders die je kunt doen vanuit China
- een eenmalige tegemoetkoming in je verhuiskosten terug naar onze regio van 60 NLG
- gratis Q7 wapens als je mee doet met de joints strikes deze maand!

En meer ervaren spelers doen natuurlijk ook mee met de joint strikes!

The labour at the Ministry of Finance currently especially requires a lot of creativity.The costs of raws, weapons and food have dropped a lot, which means an advantage to beginning players. However, it also means our tax income has gone down (10% of the market price). And because of that the budget of our government automatically also decreases. Apart from that, the monetary market is very risky currently. This is because the gold price is close to a transition, which also means that the margins are very low. Because of this our options are limited.

You can also see these effects in the state income of the past government periods. No absolute values are given, but you get a good impression of the reduced income since the very promising results during Van Spijck 3 and 4. Before that time the options were limited due to insufficient access to orgs and money to work with on the market. After those governments, the gold price decreased so rapidly that there was too much risk, and offers on the MM had to be cancelled.



MPPs? It’s better to refund real costs
The budget from taxes is just enough for 1 or 2 MPPs. Because of this, our government has decided to think out of the box to find ways to keep the game fun and affordable for everyone. It’s better to spend the budget we have - within the boundaries of the possible - to compensate for the costs that really need to be made (moving, weapons) then to invest in MPPs which might (but not with certainty) save us moving costs.

Focus on minimal moving costs
Let’s expand on that last point. MPPs only offer us a (financial) advantage if there are MPP battles in those countries - and many countries unfortunately are at peace right now, also to cut costs. So if we need to fight for other nations or in RWs, we need to move again, and don’t forget that that costs at least 20 NLG each time. The current salaries are at 5 NLG per day... (tip: take a job in a commune where you earn around 4 Q7 weapons per day, that’s around 28 NLG in value).

Moving subsidy of 60 NLG for division 1 and 2
The choice for China, a country with 21 MPPs, is therefore not without its reasons. Recall that the moving costs to China and back costs 120 NLG, but that this is immediately saved if you have to move a few days less because of this. As government we understand that 60 NLG is a lot of money for beginning players. Therefore we want to accommodate the players in division 1 and 2 with a temporary subsidy for the moving costs back to our own regions. Because our budget is clearly not unlimited, there are a few rules:

- only for players in division 1 and 2
- until we know how many requests we’ll get only 60 NLG per player
- you’ll need to post a screenshot on our forum (details will follow)
- only applicable for return trips for RWs when we have lost all our regions
- if there are other orders from the MoD to return to eDutch soil.

Of course, this money has to be accounted for. Firstly we save money by signing less MPPs, and the amount of 0.5 MPP (5,000 NLG) is definitely reserved for this subsidy.

Operation GoldRush!
Luckily, there are also donations, like the beautiful initiative Operation GoldRush. Started up by Joshua Morriseau (and GPN), but in which many players contributed and with a result of app. 36.000NLG. Impressive! This of course sounds like much and it is much, but we cannot expect this every month. And, for sure, we want to spend it as efficiently as possible.
To be clear; the gold donated by Congress members was not used for this. This will add up to our Gold reserve, so that in time we we will be able to buy another state company again.

(Besides this larger initiative, we sometimes receive individual donations too. Recently we e.g. received money from a player who quits. Too bad of course if someone stops playing, but very nice for someone to donate his “legacy” to the State. If only everyone who quits, would do this...)

Strikes with free weapons!
This financial injection give us as government extra room to not only support you in your costs, but also spend money on weapons and simply make it fun! You will hear about it in the upcoming weeks, but from this we will pay the supplies for the joint strikes we will have with our ‘Allies of the Week’. For a minimum of 3 joint strikes we put aside 15.000 NLG. Which comes down to app. 700 Q7 weapons per strike to hand out!

With the measurements of the government for this month, as a (starting) player, you can count on:

- less moving costs because of the Daily Orders you can do from China
- one-time support in moving costs back to our regions of 60 NLG
- free Q7 weapons when you join the joint strikes this month!

And more experienced players of course will join in on the joint strikes!
