Since admin submitted factories production to military module, people has tended to emigrate to the countries that managed to get full bonus - however, it is recommendable... why should you produce less (or even half) than your neighbours?
We should also highlight pTOed countries, where people only get CS to vote; but they still prefer their original MUs when referred to military issues.
