A follow up on the Training War with Chile and Indonesia.
The Training War with Chile was closed on Monday about 7:40 erep time when the final Peace proposal was accepted. As you would have seen Chile was still holding 2 of our regions Victoria and Tasmania. This was due to them requesting a rental agreement for them.
This deal was discussed last week between Australian gov members and Chile before being put to our rescpective congress. This cements the good relations between our two nations and secures our borders from attack, allowing us to either spread our wings or provide more support for our allies. We have an ongoing NAP with them which will continue as well.

Rental agreement between Chile and Australia
1) Australia rents the regions of Tasmania and Victoria to Chile.
2) Chile will pay a monthly rent of 20.000cc for each region. The payments will be made until the third day after starting a monthly leasing period.
3) Chile will pay back all taxes earnt in these regions after receiving the bill from Australia.
4) In the case Chile won´t occupy the regions mentioned in point 1 for the whole rental period of a month, the rent for the next month will be less 500 cc per region for every day Chile didn´t occupy these regions in the previous month.
5) Australia won´t organize nor support any resistance wars in those regions unless the Chilean governments wants to reset the determination in the aforementioned regions.
6) In case a region affected by this treaty will be liberated, Australia will start a Natural Enemy law upon consultation with Chile.
7) Chile will help defend Australian core regions (by military and diplomatic means) in case of a hostile attack on Australia to ensure Australia is kept as a whole and therefore make it easier to retain the rented regions. In case Australia doesn´t have a region at the time before congress elections, Chile will liberate one region and after the elections Australia will give back the region to Chile according to point 6.
😎Australia will ask its allied nations to not support nor try to liberate any of the regions from Chile mentioned in point 1.
9) In case regions of this agreement will be occupied by third parties, the agreement itself won´t be affected. Chile and Australia will restore the status quo ante after consulting each other.
10) This agreement will be valid for one month. It will be renewed automatically if not one or the other side cancel it until one week before the end of the period of validity.

Acuerdo de alquiler entre Chile y Australia
1) Australia alquila las regiones de Tasmania y Victoria a Chile.
2) Chile pagará un alquiler mensual de 20.000cc por cada región. Los pagos se efectuarán hasta el tercer día después de comenzar un período de arrendamiento mensual.
3) Chile devolverá los impuestos recaudados en las regiones después de haber recibido la cuenta por parte de Australia.
4) En el caso que Chile no ocupara las regiones mencionados en el punto 1) por todo el periodo de alquiler de un mes, se descontará de la renta para el próximo mes 500 cc por región y por cada día que Chile dejase de ocupar estas regiones.
5) Australia no organizará ni apoyará ninguna guerra de resistencia en esas regiones a menos que el gobierno de Chile quiere restablecer la determinación en las regiones mencionadas.
6) En caso de que se liberara una región incluida en este tratado, Australia iniciará una ley de enemigo natural previa consulta con Chile.
7) En caso de un ataque hostil Chile ayudará a defender las regiones originarias de Australia (por medios militares y diplomáticos) para garantizar que Australia se mantendrá en su conjunto y por tanto le sea más fácil retener las regiones alquilados. En caso de que Australia no disponga de una región para antes de las elecciones de su congreso, Chile liberará una región y después de las elecciones Australia devolverá la región de Chile de acuerdo con el punto 6.
😎Australia pedirá a sus naciones aliadas no apoyar ni tratar de liberar a cualquiera de las regiones de Chile mencionadas en el punto 1.
9) En el caso de que las regiones de este acuerdo sean ocupados por terceros, el acuerdo en sí no será afectado. Chile y Australia restaurarán la situación anterior tras consultar entre sí.
10) El presente acuerdo tendrá una validez de un mes. Se renueva automáticamente si no ninguna parte lo cancela hasta una semana antes del final del período de validez.

Indonesia was sent a draft of a nap agreement to look at a few days ago. I will be contacting them shortly to discuss it and then be putting it to congress for discussion and vote.

The rental agreement, well, let's see how it goes... If our allies refuse to accept it then I can't see it being worth very much. Unlike the NAP, a rental agreement requires the cooperation of others.
Indonesia, well, what a disaster. We give our only bargaining chips (LSI and Maluku) back. And we have received... well, nothing. A vague promise to get back to us on a NAP is pointless. Especially as we had a NAP in force when they declared NE on us before their wipe. Please, someone tell me wtf we are even trying to do here. I see us drifting without a clear goal, and Indonesia stringing us out with promises for ever and a day while never actually delivering anything.
My next point: why do we want a NAP with all our neighbours. To have a proper and actual war where we might gain a bonus or two then needs an AS. What's the point of being here then? To press "Start Production" on My Companies instead of "FIGHT!" on wars??
My understanding from the congress thread is that all our allies- both in Nebula and with whom we have MPP- have been informed in advance about the Chile rental arrangement.
As to Indo, let's get a look at the NAP- if it provides for both TW's and the possibility of access to targets farther afield, then it might be all right. Otherwise, you're correct, it just locks us into the need to pay for AS to go have some fun warsies- which would not look like progress.
Ha! As if N00bula could challenge Chile - even if we worked together... I was more thinking that some may question whether our pro-Asteria stance is nominal or actual.
Indonesia has been badly handled, in my opinion. Why should they sign a NAP now? We have no bargaining points - they already have everything they wanted from us! Further, what value is a NAP in any case, given recent behaviour. I still don't know what our goals are with respect to Indonesia. More specifically - WHY do we want/need a NAP?
In answer to your questions "wtf are we even trying to do here" it's usually the same answer. It's easy to forget when we've had such a decent run recently just how vulnerable we are to attack. Indonesia, when united, is much stronger than we are, and presents a credible threat to us.
I don't know if you were around for that period of time when we were consistantly wiped by Indonesia, but I can tell you it was not a good time. Very few new people want to start up/move to a nation which doesn't exist, so our community stagnated. Our allies either refused to help, or were unable (at that time, we were not so well aligned with allies), so even on the rare occasions that we managed to get our nation back, it never lasted more than a week.
From my understanding, the longer we held on to the regions we had, the higher the likelihood of retaliation from Indos allies. Just looking at how our little training war with chile went you can get an idea of who was out to get us, with MKD and the likes hitting hard against us. There was also a threat of AS...
Overall our position in Indonesia was definitionally unsustainable, and by giving the regions back in good faith, we have set the tone of discourse between our two nations to hopefully foster peace and diplomacy between us. This is, in my opinion, the only way for us to facilitate training wars and region swaps sustainably with Indonesia.
(NB: any NAP must, for this reason, allow for TWs and the like.)

Calum, I know well enough how fragile our international situation is. I don't think sheltering and hiding is the long term solution. That way lies boredom and stagnation - a brain drain just like RL Australia.
We need interest and activity. For ourselves. Fighting for allies is a fine thing. But...it's boring as batsh1t for sustained periods. Where is the risk/reward and achievement for ourselves? Walking ourselves off behind diplomatic statements and protection I s a long road to failure in my opinion.

My immediate response to such a question, J Seemore, is how that's relevant and what you seek to gain from such information.
However, in the interests of transparency (and because I've not made any secret of it) I'll tell you. I played as Wozzup1223, but have since lost access to the email account I used to register it.
And Ilene, I understand where you're coming from. Without some kind of 'struggle', or something to work towards as a community, I agree that we run the risk of losing players to boredom.
My stance is simply that such a risk is eclipsed by the threat of getting consistently wiped by bigger powers.
