Cp: Objectives + Expected Tasks

Dear readers, upcoming voters in particular.
Today i would like you to present you my objectives + cabinet tasks expectactions. In Short my program will be mainly stressed on internal affairs. Offcourse there will be some other important aspects to be done but i'll start whit the beginning offcourse.
Objectives
Week 1
- Obtaining org passwords is a regular duty off any cp which i'll work on from day 1 like any other cp.
- Another common duty will be to set the ingame titles off my stil to announce cabinet.
- Contact bm's in pm whit my cabinet and pp's represented to discuss a budget for a supply system based on kills similar to bss supply system.
Depending granted budget the exact amount of supplies will be determined.
General guide lines:
* The goal of this supply system is to aide in personal development/surviving and not to reward damage but effort, this as player stimulation for people who do a lot off fighting even as newcomers.
* Only eBelgians are able to get supplies, eForeigners in eBelgian mu's are excluded.
* In order to obtain national supplies a citizen needs to do a minimum of 50 kills a week (which is 2 do's and something easily reachable if you do some small effort)
* The supplies will be cumulative as in bss
* Supplies will consists off food and q7 weapons (half will be bought on national market as stimulation for national market (which brings in tax) and half will be bought trough black market trading (middleman function on itrade to get a cheap buy price)...
The costs will be made public.
* people who do more then 1000 kills will be awarded the same (3000=1000)
* Depending budget D1 players will get a bonus of 10 à 20% in supplies, since D1 players have the most need to supplies (older players are often more self sufficient)
* Supplies will be handed out every monday evening by either myself or my cabinet (MoE or MoD).
- Launch a conversation whit asteria regarding eBelgians position.
A summary of the conversation will be made public so everyone is aware of the situation/negotiations if needed a scheduled irc meeting will be planned on #eBrussels.
- Change the welcoming message according to the debate during the thanathos reign, where all mu's + brief explenation are presented. This discussion and the actual code will be published in the appropriate debate on the Forum
- Launch a public poll whit the question whether we should create better bonds/alliance or a possible mpp whit eFrance or not, if the answer is negative an nspp or old-sirius warmonging country will be contacted for 1 mpp.
This referendum will be a public referendum (so everyone will be able to see who voted what and count the results) and will be made in a similar way to tommots monthly newspapers (meaning you will be required to give your erepubliklink).
Important sidenote: Only eBelgians will be able to vote for this.
Depending results i'll act accordingly meaning i'll stick myself to the referendum results.
Week 2
- Get an mpp whit a country depending public referendum.
- Distribute weekly supplies on mondayevening.
- Launch a public poll regarding a new war (test intrest)
- Ensure congress if possible
- Halftermspeech: At the end of this week (just before day 15 (congresselections)) post a personal evaluation of my planned objectives and an evaluation of my goverment and how they did their tasks
Week 3 & Week 4
- Keep distributing supplies or MoE
- Publishing articles whit cp interventions about unscheduled events + meetings.
Cabinet Expected Tasks
I Already had a few contacts whit several people regarding a goverment duty, but i am looking for more so if you feel you have what it takes to do a goverment job feel free to contact me, it does not mather if your old or new, or from which party you are. Afterall its a teamwork thing.
In summary this is what i expect of certain tasks and my personal commitments as cp candidate towards them. (you'll always have help if needed).
I choose not to have a vice cp as official/non official/replacement function: the reason is its a meaningless function anyway... incase of emergency a representative in my team will act as vice cp. (Probably the MoFa).
Out off principles i prefer no eForeigners in cabinet (sorry chris and santiago for exemple (should not have moved 😛
)). Its not because i am a candidate now that i should neglected the values i fight against afterall.
MoD
- Be able to attend irc meetings (redistributy emergency supplies if needed)
- Post Mod orders (prefered daily - depending our national referendum (mpp or not/belgian wars)
- Optional: If intrested he can also manage the weekly supply system.
Personal cp tasks:
- Stick to 1 mpp, incase of emergency ask an emergency budget for mpp's which will be used to countries who are alligned whit the country/side chosen during the national referendum.
- Aide in publishing MoD articles incase of abscence MoD
MoE
- Be able to attend irc meetings
- Keep up whit the current amount of MoE articles (either new or from the old database) (at least 3 a week)
Personal cp tasks:
- Aide in publishing MoE articles incase of abscence MoE.
MoF
- Publish a weekly report about income + expenditure in the press to create openens.
Things to consider:
* Nbb-bnb
* National treasury
* Monetarry Market
* Amount in bm's hands
* Costs programs (like supply system)
* 1 Mpp
* Unexpected costs (more mpp's incase of emergency)
Personal cp tasks:
- Revive Belgian Accounting and use this as transparancy tool towards citizens.
- Aide in publishing MoF articles incase of abscence MoF.
Sidenotes:
- Currently we have 31k cc and 2.01 gold in the national account and the bank managers (Jofroi and Olv) have approximately 665k cc and 408 gold.
- Whit 3 regions we have around 10-15k cc tax income a month (if we have all 3 regions) (which cuts 1 mpp) rest goes to supply system + funds required from bm's.
- Optional: Monetary market speculation is something that should only be done in favorable situations and which will only happen whit approval of entire cabinet and only whit the money of the national account => nbb-bnb.
No money will be requested from bm's for speculation unless general approval and a good speculation climate.
Mofa
- Be able to attend irc meetings
- Have media experience (articles + pm's)
- Inform public off eWorld alliance + big war news
- To be able to set up meetings whit cp's/mofa's and inform the public of public international meetings when they occur.
Personal cp tasks:
- Optional (depending cirumstances): Organize 1 irc meeting whit a foreign country (prefered our mpp partner) where we'll talk about a possible joint venture against other nations.
- Aide in publishing MoFa articles incase of abscence MoFa.
Last words:
- The cabinet is stil under finalization, if intrested in a function pm me.

Looks good, just one note: it is congress that decides on expenses, not BM's. BM's (unless legislation about it changed) are just proxies to obtain the money.
About wallonia, we need to find sufficient support to deal with that 4+ billion shield. BH hunters keep fighting for eNL even if eNL shouldn't be fighting against us. You'll need more than just talk to eNL about this I'm afraid.
Yes, but we have no congress now, reason why i'll talk whit bm's + pp's about the budget.
I have been thinking of 5cc a week and gather the rest from taxes. But its negotiatable for me.
I am aware of that situation, but i dont want to rw wallonia from an official goverment side whitout talking first.
Depending those talks i'll act accordingly.
You can ask for more. Frankly if you respect the "I need a budget for ..." I see no reason you wouldn't get it.

Interesting but concerned about the supplies sytem as it is described as a tool to stimulate citizens to do a lot of fighting, with even a bonus of 20% for newcomers, while it seems more important for newplayers to focus on strenght first, and not on fighting. Fighting gives xp, and xp lead to division 2. Actually, the less fighting a new player do, the better ! It will ensure him to enter D2 as late as possible, and so with the highest strenght as possible, which will allow them to win BH more easily and to strenghten our general force starting by D2. What should be done about newplayers is a loan to help them upgrade their free training ground to Q4 as soon as possible during a promo. The difficulty is to budget such an expensive program and to find good conditions for the loan to be granted (activity, insurance, etc...)
Thats true but it depends how you approach fighting, when i joined i did the appraised system, but i found it very boring.
Honestly whitout fighting people quickly bore out, reason why i personally looked for ways to have fun profitable fighting which i got in ff (from a goverment official status its optional to promote ff fight of "friendly nations" having fun fighting in a somewhat profitable way.
Your absolutly right by the way regarding strengh, if possible (depends off bm's/future congress) i would like to keep our promotional upgrades as well offcourse.
I know this supply system is complex, but from bss experience its also very rewarding, and players like it cause they see there time in the game rewarded by the goverment.
I realize that in the beginning mainly first week it will require a lot off work to calculate and redistribute but its a sacrifice i am willing to make for the community in the hope to retain more players.
If needed the desired amount off kills can be raised to 100 for exemple = 4do's. which is stil doable for active players, while strenght upgraders can choose to not fight.
Afterall personally i prefer to see state supplies used rather then stocked/sold.
Yes Thomas, i never ask for my newbie stop fight for strength, the Erepublik is already to much Static game, for plus we ask them for became a Tanker in 1 or 2 years
Plus the FF+MM+CO's+Supplies System give them much more money than the 2 Gold from Battle Hero in Div1
CO is based on damage 😛
Damage is everything in this game. A battle is won thanks to players who can drop big damage is short time not weak players who do low damage on long time
Is a Debate, about keep waiting one 2 years or fight, but for supplies you have to admit, that if we don't fight we don't need weapons!!!!
This article shows that your critics on previous CP's was unjust. You plan to do everything the same except 2 points: supplies + MPP with eFrance
All the rest is almost the same as other CP's did (which some of your fellow party members called worst CP's ever).
Your program in general seems good to me except supplies on kills shouldn't happen, if you want to help new players you should help them with upgrading training grounds 😉
my critics in the past in the general were not about programs (whit a few exceptions) but about "mistakes" which i founded not fair.
Like for exemple the cancelled mu tournement of thanathos, the asked whipe of evladimir...
To eliminate possible mistakes i choose to use national referendums, which is a fair tool where the population gets heared.
+ about the cabinet i am satisfied as earlier stated about the moe, but not about mof/mofa (i would like to see more updates) and upset about mod orders due to the whipe issieu...

Yes I know. I am glad it got cancelled! It was wrong from the start and then hardhitters joined BNA... It smelled unfair from the beginning.

well i will try to be positive Kanselier. It's your present for the end of the year.
I see here several problems, like said Thomas (who has a very good experience in this part) supplies will be difficult to give. (the economy is not good, we don't have ressources and we are not able to take other territories (we must be honest)
I saw you said you were socialist : the voice of the population. I agree with a pole about a mpp.
But a lot of players are speaking french and not a lot are active in press, i can say that because i talk with new players but in private message (the best way to know them and they are ok for that).
For Wallonia, you know the problem of the Shield. The big problem for me it's your view about Asteria because how much % are for A. All formers gamers know the story of Ebelgium and you will not see anyone who will accept that.
Maybe time to change, you can say me ? No i don't think that. So a long time, eSerbia, eArgentina don't care about us... Seriously... and really, they don't know our community maybe they saw us (a little 😛) in the article treaty.
eFrance has one special view about us, they will not make one mpp with us because they need a strong mpp, with strong fighters. They will prefer a big country. They attacked us in the past and i have doubt that several gamers will agree that too here. For the education, not a bad idea.
For the communication : if we don't have actions, what do you want to say to the population ?

Essentialy I am pro leto (norway/france/canada/portugal... Countries where I have some efriends. But a cp needs to be cp for all and not for a few...

I see a reasonable program similar to many past CPs of eBelgium but I don't see the clarifications I asked for in the interview. So again; and I do believe this is the policy issue that should be the center theme of the election since you need to keep as many of the babyboomers as possible on board and even if you take the hard work in regards to supplies into consideration:
As a CP which are the steps you will take to lower tensions in the community so that it feels less like a hostile environment for newcomers.
The point I absolutely disagree with in your article is advertising you'll be buying on the black market, as a CP you represent the state and spreading ideas like this can undermine your tax income but as you have no real financial policy I can imagine why you're not giving the income side much consideration.
Regarding tensions i wish to play open card by using referendums/communicate openly/open up government to enemies.
Regarding black market I understand your point. But this also happens in the past. Out of ethical reasons a 50/50% rule.

Open communication by a lot of previous governments was undermined by constant ad hominem attacks, this is why I was asking if you had a plan to counter the problem.
I've experienced first hand that even if your government is open to "candidates from the opposition", there will be a lack of applicants and if you do integrate someone hostile it can create tension and disputes that can force you to fire the person to ensure the stability of your government. That in turn creates more tensions, but it might succeed as well, you can consider it to be a necessary risk to take.
I didn't agree with black market buying in the past either, I have a problem with this policy in general. 😛
We don't have open communication for many months now.
Only 1time in recent months a decision got reverted under public pressure (thanathos mu tournament) the rest seemed to be decided in an ivory tower leading to increased tensions.
Yes I experience the lack of candidates from my opposition as well. But at least I try..
People are shouting for unity and a stable community (this from various parties) but shouting whitout actions is meaningless....
Yeah I understand your black market opinion. It's a narrow ethical discussion impossible to please all. For exemplee a couple of months ago supplies where coming in from government friends (partly) from people in echile for example. That's the worst solution I find personally since no guarantee on cheapest price (mutual agreements possible) and no boosting of national market. Reason I want to publish weekly supply figures to create awareness about the financial situation of the system.

tltr but i'm expecting a CP from your side since I became CP so I guess it's fine for me.
Tbh I expected more Santiago who's really skilled at decision-makings.
And ofc would eencourage you to take him on board.
Yes i know, i would also like to have him on board, but i mentioned critics on eforeigners in ebelgian cabinet before, and if i change my principle now for a person who i would like to have onboard because off his communication skills i can only see that beeing used against me.
So i rather avoid that situation and stick to my principles.
Maybe now you can understand why previous governments had eforeigners as members and can you admit this was not such a bad idea after all. Being CP is also being able to admit that you could have been wrong in the past. People will not blame you for that if you admit it.
I know its hard to establish a cabinet off solly eBelgians, but i got mine almost ready (stil looking for optional vices) while there's still some notable belgians that havent been contacted/nor reacted yet.
Its possible to make several goverments off only eBelgians, so i rather stick to my principle unless we come to a situation whit only 3-4 active players (which is luckely not the case).
Another point is: what are expedia plans? Because if they want to test the CP module... Sooner better.. But Taipouz is not active lately.
I am willing to take 1 or 2 eclypsia members on board, i will message players off them to test there intrests, if eclypsia members read this and want a function (if i get elected) feel free to apply...
It does not mather if you lack experience, see it as an opportunity to be in cabinet.
Most of them are unactive. I'd be you i'd go for Nanoyo. He came with them but is willing to adapt to eBE system (so he's not in their army/party but with them in their "bubble").
Moreover you'd get someone from OB which might please them/us.
