First, national security. A orders type newspaper. Updated routinely, to provide priorities of where to fight. A creation of a national food program. One food program where all citizens can request and get supplied. It should be bookmarked by all citizens. Probably 75% of all revenue will go to this. Simple is better. All citizenship requests should be investigated. Just to check their background. It will always take at least 30 days for it to be approved to prevent ptos.

Foreign Affairs would be a stance of neutrality. The last thing a new nation needs is to get tangled in a mess. Limited allies, limited enemies. Yes this game is about war, but not when your country is brand new. Over time allies and enemies will be more clearly defined.

Second, economy and taxes. A very simple tax system.

Yes seriously.9% tax rate on everything. Income, vat, imports. 91% of your earnings is still an A-. Know the government is not sucking up your money. As I said most likely 75% of all revenue will go to a food program where all citizens can and should request.
The economy can't really be controlled. So yeah.

Third, Domestic Affairs. That would be education, media, politics.
Education would be a simple website that gives tips and guides. The game already gives you tutorials and missions that teaches you most of the game. I would only provide guides on how to make a better citizen, how to manage your land, how to get battle heros, etc. No constitution and no forums. All proposals should generally be debated before making one in game to get support. If they aren't hopefully congress has common sense. They should always be seen for the public, because they serve the public.
The media should is free. No government intervention what so ever. The president and congress can of course choose to write what they want. Political parties should be formed by the people for the people Zero censoring. No government sponsored ptos. No government sponsoring of parties either.
Last but not least

Now that the boring stuff is out of the way.Fun! Contests and events should be encouraged. Attacks on admins and boobs articles are always fun. It is really up to each other to make the game enjoyable.
