Being a republic (as all nations in eRepublik are), eCanada is governed by a small portion of citizens that work for the betterment of eCanada. This group of people, known as Congress, are the ones who decide on things like eCanada's political, military and economical future. The goal of this article is to help explain what Congress is, what they do, and how the members of Congress are chosen. With that said, let's start the explanations.

Congress-members have access to an extra feature, which allows them to make law proposals. These law proposals are put to a vote by all Congress-members for 24 hours, after which the proposal is then accepted or rejected, depending on how the voting went. You can see a list of law proposals that has been made by Congress on each country's "Administration" page, which for eCanada, can be found by clicking here.

Congress-members can also grant citizenship to foreign citizens. When a player moves to another country, they can apply for citizenship to that new country. Each Congress-member can accept 5 of these applications each month. You can see people's application for Canadian citizenship here.

Only certain proposals can be made by Congress, as the proposals are defined by game mechanics. These proposals, and a quick explanation as to what they are for, can be found below.

Alliance*: A proposal to sign a 'Mutual Protection Pact' with another nation. Example.
Citizen-fee: Every new player that starts in a country receives a "citizen fee" from the country's treasury. This proposal decides on how much money they receive as this "fee". Example.
Donate: A proposal to donate money from the country's treasury to an organization (the org is chosen by the proposer). Example.
Declare War*: A proposal to declare war against another country. Example.
Impeachment: A proposal to impeach the current Country President. Example.
Tax Change: A proposal to change the income, import, or Value Added Tax of a specified product. Example.
Issue Money: A proposal to print a specified amount of money, at a cost of 1 gold for every 200CAD. Example.
Minimum Wage: A proposal to change the minimum wage for all jobs in the country. Example.
Natural Enemy: A proposal to change the "Natural Enemy" of the country. If it passes, it acts as a War Declaration against that country as well.
Peace Treaty: A proposal to end a war between two countries. Example.
Trade Embargo: A proposal to stop all imports coming from, and exports going to, a selected country. Example.
New Citizen Message*: A proposal to change the message that is sent to all new citizens on the country. Example.

*Only the President can make this proposal, but it is voted on by Congress-Members.

Congress-members are chosen on the 25th of every month through the Congressional Elections. From the 16th to the 23rd of every month, members of the top 5 parties can place their candidature in their region for Congress with their party. On the 24th, the Party President chooses which members will be on the ballot for each region. Then on the 25th, the members who made it onto the ballot will participate in the elections.

At the end of election day, the top candidates in every region are elected to Congress. Generally, it's the top two candidates from every region, but this number can change depending on how many regions we have at the time. There are also "wildcard" candidates who are elected, which are the candidates who aren't in the top for their region, but have the top amount of votes overall.

Before you can run for Congress, you need to be a member of a top 5 political party. If you are already a member, then you can place your candidacy for Congress by visiting your party's page and clicking on the "Place candidacy" button in the Congress section of the page. You'll then be a candidate for your region, but this doesn't mean you'll end up on the ballot.

Many Political Parties have their own procedures and system for Congressional Elections, so it is best to ask your Party's President about running for Congress. They will be the best source of information on this subject. If you work with your party during election time, it gives you a much better chance at being on the ballot and being elected.

In order to make decisions about eCanada's future, Congress needs to discuss what they will do before making proposals. The eCanada forums provides a place for them to do this. On the forums, there are two Congress sections: Open Door Congress, which is publically viewable by all eCanadian citizens, and Closed Door Congress, which is a private area for members of Government.

The public Congress section on the forums provides a place where Congress-members can discuss eCanadian matters and what to do about them, but more importantly, it allows everyone to see their discussions. If you're interested in running for Congress is it suggested that you take some time to look at the discussions that are held by Congress beforehand. This will give you an idea on what it really means to be a part of Congress, and what will be expected of you if you are elected.
