Right now the game mechanics permits that any citizen with the adequate sum of gold can start a Resistance War anywhere in the World, in any region of any country that has been conquered. Well, that contradicts the very idea of a Resistance War
According to Joint Publication 1-02, the United States Department of Defense defines a resistance movement as “an organized effort by some portion of the civil population of a country to resist the legally established government or an occupying power and to disrupt civil order and stability”.
So what do I suggest is this: a Resistance War should be started only by a citizen of the conquered country/region and approved by other 10 (more or less) citizens of the same type.
Let’s take an example from eRepublik: Aquitaine is a French region conquered by Spain. So for a Resistance War to commence in that region, only a French citizen can start it. He receives a Resistance starter status that can be voted by 10 (more or less) French citizens to be validated. After all the votes are received, the Resistance war is validated and can commence.
This changes will bring a new approach to the current military strategies, more infiltrators will be sent to enemy countries.
Of course this advantages the country that wins a foreign region but this is a bonus for winning.

It doesnt make sense. In RL anyone can finance or start a RW. Changing this rule would only mean that the rebels would have to find gold from other sources. I believe everything should stay as it is.
