Manur, it's simple!
The image has 2 frames. it goes from standard to clockwise (half a click) and then reverts back to standard at a 0.16 sec split between frames. Depending when you take your steady / referent point, the standard or the clockwise, you will see a clockwise movement or a reverse one.
