Blueprint #11

Day 822, 05:00 Published in Norway Norway by Yan Hoek
Well, this week I got my first response from Admin.... I got a warning and my previous article was deleted.... nevermind, onwards and upwards!

In that deleted previous article I ran a series of polls to see what countries people want to see next on the eRep map.

Americas - Cuba got an outstanding 39%. Jamaica, Panama and Trinidad & Tobago also got respectable votes.

North Africa/Middle East - Egypt won hands down with 68%. Georgia trailed in second.

Asia - Taiwan, Kazakhstan and Vietnam were the big winners here.

Europe - Very mixed results... Belarus and Iceland are the favourites with 26% and 21% respectively, but there was strong support for Cyprus, Luxembourg and (oddly) Vatican City.

That's all well and good but there is a big problem with creating new countries however:

Citizenship How does any existing player become a citizen of newly created country? The answer is they can't. Under the current rules only newbies would have the correct citizenship to run for congress - get elected - and then begin to accept citizenship applications. So basically you are going to have a country run by newbies, making it very vunerable. Not that I'm saying they would necessarily do a bad job but they would be at a disadvantage and be a massive target for certain unscrupulous groups out there.
So how would we get around this? I can see a few scenarios:

1) People Power Lets take Malta for example. They have setup their own forum in expectation of full nationhood. So potentially Admin could, on the eve of creating Malta, contact the forum moderators for a shortlist of trusted citizens to become the first Maltese.
2) There is a period of Colonisation - an existing country is handed x amount of new 'special' regions to look after for a defined period. These would not become part of the mother nation's original 'core' regions.
So say Denmark was given Iceland as a brand new region on day 850. Over the next couple of days Danish citizens can freely change their citizenship to Icelandic, or back again. Once citizenship is fixed those new Icelanders would then setup their own congress, with power over the local treasury and taxes, and accepting citizenship applications (but defence would still be run by Denmark) and after a reasonable amount of time the Icelandic Congress could then vote on whether it should become independent. If yes then the ISK would become a full trading currency and they could then vote on their own president.
Companies setup during 'colonisation' would be able to trade freely with the mother country until independence, afterwards they would have to have licenses. Perhaps during 'colonisation' licenses for the mother country are reduced in price - 5 Gold instead of 20 - just like as if it were under occupation
But importantly the new 'colonies' would not be 'safe' regions like new countries added before were - ie they could be freely attacked by any other nation.
3) Anarchy - the region is created but no one owns it. It has no official government and no treasury.
Nations can send expeditionary forces to fight over it - they would have to actually be resident in the region (perhaps limited in how many 'free regions' they can fight in at any one time.) Each expeditionary force would own a percentage of the region and fight amongst themselves to increase their share. Any taxes collected from companies would be divided up between the different armies depending on what shares are owned. Licenses could be bought cheaply (say 10 Gold) if an expeditionary force owns more than 50% of the region.
Native born citizens can still create a congress but it would be limited in power (tax rates, accepting new citizens). Only When the native army and its allies can drive out the occupiers (or they retreat willingly) does the region become a 'core region' of a new nation. The new nation could then send expeditionary forces of its own to expand its territory.
This might work well if Admin's promise of a new Civil war and Revolution module comes true.

At the end of all that I can't see any new countries being added any time soon, at least not before V2 is launched.

We can however expand the map slightly with what we already have...

I'm talking dependencies. Those little (or in some cases big) bits of land that for the time being swear allegence to another flag. Basically it would provide more strategy for the warmongers out there. Instead of just forcing the next round of invasions through Midjylland or Japan or South Africa I would like to see other 'bridges' that would liven things up a bit. It would also stir up further interest in the game and maybe intice more players to join.

Denmark - I would love to see Greenland and Faroes added as 2 separate regions and I know there is big support out there for this. Not only would it be good for Denmark, but good for the game as a whole, provideing another link to North America. Plus I can imagine Greenland having high iron - and we know how heated battles get over that stuff.

France - http://en.wikipedia.org/wiki/Overseas_departments_and_territories_of_France France has several 'Overseas Departments' and these even return deputies to the French parliament so really there is no excuse for not being in the game. Plus they are scattered around the globe, meaning strategy wise it is a good thing. I would suggest creating 5 new regions: 1)French Polynesia/New Caledonia (which could form a bridge between South America and Indonesia/Australia). 2)Reunion (forming a bridge between South Africa and India). 3)French Guiana. 4)St Pierre & Miquelon (It is just off the Newfoundland coast). 5)Guadeloupe/Martinque. (As proved above, there is decent support for Caribbean nations so let's start it off here)

USA - Although they probably don't need any more regions (50 is more than enough, and perhaps too many) it is only fair that Puerto Rico is added. I would also like to see a Guam/Northern Mariana Islands region (possibly connecting Hawaii, Japan and the Philippines)

Netherlands - Just one region in the Caribbean: Aruba & Netherlands Antilles.

UK - A large number of options here and I wouldn't want to replicate every speck of land. Having said that I would say the following groupings make good sense: 1)Falkland Islands & South Georgia, 2)Bermuda, 3)St Helena & Ascension, 4)Cayman Islands, 5)Turks & Caicos, Anguilla, and Monserrat Don't know if Gibraltar should also be a separate region. Maybe it should be if we include...

Spain - Ceuta & Melilla Just on the Moroccan coast - a small part of Africa - but at least it is a start on that big empty space.
