As a proud member of the CVP, I believe that the role of government should be to provide what is necessary, and then get out of your way.

During my first month in Congress, I have learned a great deal as your Representative. The first shocking thing I learned was that the Country does not have a budget, the next big shock was the agreement in place to reject any new debate on tax policy until the PANEC numbers are presented on April 4th.

This Congressional Election is probably the most important in our eNations history. I am currently on the budget committee and very active in those forums. There are currently 2 very different ideas on setting the up-coming budget.

1) Using the PANEC tax plan numbers on revenue and allocating those funds to the various programs.

2) Setting a desired level of spending for each program, such as Meals on Wheels, Weapons Manufacturing, Infrastructure, Citizens Fee, and using those numbers to set a desired budget. Then comparing that budget with the PANEC revenue projections. If the budget calls for more revenue, cut spending, if the budget is less than the projections than cut taxes.

I am the leading voice for plan 2. Congress needs to realize that tax revenue is your money and after necessary expenditures any excess should be returned to the citizens

Taxes

I am strongly opposed to the current tax plan, but I am willing to take a wait and see approach to the results of the current PANEC plan. I still believe that an income tax of 20% is particularly harmful for new players. I support a tax plan that is based more on consumption -- VAT. There are too many ways for older experienced players to avoid paying income taxes.

I believe in a strong America, and think the best way to achieve this goal is to encourage and support new players, not make it impossible for them to prosper by taxing them to death.


Military

I am for a strong Military and again believe the best way to achieve this goal is getting the newer players involved. I am against the new plan to fund almost exclusively TANKS. Granted a reserve for TANK funding is probably necessary to forestall invasion, but the focus should be broader based. Support --- weapons, moving tickets --- should be provided to all active citizens that want to participate, giving all active citizens the opportunity to advance in RANK and experience points. Support should be limited to budgetary reality. Within budgetary limits weapons should be purchased and stockpiled during peace to maximize the return on investment. We have begun this process so the fiasco with weapons that occurred in the Mexican war should never happen again.

I am for War Games with our allies. We need to strengthen our military without strengthening our enemies as much or more. War Games would provide the opportunity for our citizens and allies to gain rank, experience and health without strengthening our enemies.

Infrastructure

I am for building our Country’s infrastructure within budgetary limits. We have recently purchased and placed a new Q5 hospital in New Jersey. The current PANEC plan is to purchase and place 1 Q5 hospital and 1 Q5 defense system per month. I feel this is excessive, we do need 3-5 more Q5 hospital to help spread the population and a like number of Defense systems. I would like to see the purchase of 1 per month alternating between the 2 types until our needs are meet.

Foreign Policy

I am in full support of our current MPPs, and think we should explore expanding our alliance to some of the newer Countries.

PEACE vs. ATLANTIS
I am for retaining our membership within Atlantis, pending the reforms actually working.

Conclusion

My name is Bienville and I am asking for your vote to represent Louisianan in the Congressional Elections in March. I believe that I have the right mix of experience and knowledge along with the recent memory of the frustration in getting started with eRepublik to continue to represent Louisiana in Congress. I pledge to do my best and make Louisiana proud
