BEP Military & Community Reform Plan

Reform of the eUK’s military & social structure along the following lines:

1) The Terratorial Army:- We propose the creation of a new Military Body to serve as the main entry vehicle for all eUK new citizens both into the military & the eUK community from exp.level 0 up to 7.

This would be achieved as follows: The TA would be organised on a regional basis so that every region has a number of regiments dedicated to that region (eg: the 1st London Rifles etc..), subdivided into squadrons of up to 20 (like the navy is now) commanded by citizens who have reached the rank of lieutenant who would be charged with educating the newbies/privates and ensuring they get on the forums, educating them in correct fighting technique, wellness and answering their questions etc...

Above that each region has a number of Regimental Officers in charge of recruitment, supervising their Lieutenants & squad performance, organising inter-regimental and regional competitions (such as the forum Region Wars) and co-ordinating attacks/training wars. TA Regimental Officers would be full-time Army members and senior players such as Congressmen & PP’s who could rotate their military duties.

The BEP is also considering linking military commands with a citizens’ in-game military rank in order to promote a more meritocratic attitude within the eUK military, rather than relying on knowing the right person on the forums! Players within the military could therefore control their own advance within the eUK military and have more tangible target to work towards.

Centralised weapons could be used as prizes/incentives for regimental competitions but TA privates would NOT automatically receive weapons – the Navy & SF would instead have priority. We are still exploring the idea of expanding the military companies, but are waiting for the new V2 professions to fully publish our ideas in this area – the principle however would be to have regional regimental firms to supply and employ as many TA soldiers as possible, selling the surplus either nationally or abroad.

2) The Royal Navy: – this would remain structurally the same and receive suitable graduates from the TA once they reach a level 7 and can chose between a military career or a political one. In terms of purpose, this would again remain as is – ie: for operations abroad as and when required.

3) The Army Reserves: – this would replace the function of the old Royal Guard and HMS Westminster. This Army branch would be filled with stay-at-home company owners and politicians effectively being the reserve force for those who do not want a full-time career in the Navy. The military duties in the Reserves would be light and mainly administrative for those who could participate – again the emphasis would be on regionalisation with local Congressmen expected to be involved in the running of their local TA regiments.

This would be so as to assist military & political integration and build links between the more experienced citizens and the newer player and to keep them in touch with the population.

4) The SF/Paras – no structural change except perhaps to introduce a more formal referral scheme to create a route of entry from either the TA or the Reserves.

THE POINT?

Firstly, this would change the role of the military within the eUK – to instead use it as the first point of call for every new citizen - you sign up on the same day as you get your first job & train for the first time. They can't fight till level 5, but it instead gives them that sense of community & purpose that is otherwise currently lacking.
Secondly and perhaps more importantly, by also compelling Congressmen to be involved in the running of their regional TA regiments, it means that there is a REAL link between the majority of the military forces in the eUK and the politicians - a link that does not exist at the moment. It would give the WHOLE of the military a voice that currently only the part-time politicians who command the SF & Navy have.


It's after the first few days of an eCitizen's life that we seem to lose people because the "game" seems pointless, purposeless and dull. Now clearly this sounds like conscription, and yes in a way it is. Naturally a number of new players would decide not to be involved, but within the Territorial Army, the emphasis would initially be on regional mentoring and would slowly develop a more and more military focus as citizens developed. It is therefore hoped that a large number of the current 2clickers & drop-outs could be saved and converted into stronger citizens.

The Territorial Army would therefore act as the route into the forums, into the military, into the regional community and act as a way of educating people how to fight, how to heal, where to work and create lines of communication & structure that can be used later once they are at fighting strength to better co-ordinate our military.

One of the main issues re: this new military would be one of communication – how to ensure that joining the TA is as automatic as getting a job & training. Whether a mass mailing tool is used daily/weekly by TA regional officers to PM the bottom of their regional citizens list, perhaps a targeted welcome message could be introduced to the new citizens scripts to inform newbies of the existence of the Army, or maybe heavy in-game advertising of the IRC – perhaps V2 will provide a solution, but regional delegation and a small amount of hard work seem to be the safest options!
