Beginners Guide [Congress Manual]

To all newly elected congress members,

First of all, congratulations for winning a seat in congress.

These are the basic things that YOU must know before doing something that can do harm in our country with out knowing it.

1. After the election, the outgoing Speaker of the House or the outgoing Deputy Speaker will publish an article regarding [signing in] in a Congress sign in thread, in the ePhilippines forum Congress sign in thread.

As newly elected congress member, you are required to sign in in the said forum thread, usually it is under Government of the Republic of the Philippines :: The Philippine Congress :: Congress Sign-ins.

2. After signing in and having the proper access, you must nominate and vote for the new Speaker and Deputy Speaker of the House. Usually the link of the thread is also indicated in the congress sign in thread.

3. Before doing something destructive, we must know the proper procedures in doing our congress responsibilities.

3-a. Accepting citizenship applicants

Please refrain from accepting applicants with out proper approval by NICA.
The citizen applying for Filipino status is subject for scrutiny by NICA.

Major determining factors for approval or rejection of application:
1. NICA green-light - application is invariably approved
2. NICA red-light - application is invariably rejected
3. Congressman or President vouching for applicant - application is invariably approved

Also, all applications are discussed in Government of the Republic of the Philippines :: The Philippine Congress :: Citizenship Approval.

3-b. Law proposals
Our law today is the fruit of the brainstorming of our great statesmen in previous periods. Meaning the law today are properly thought of.
So if you want to have change, please discuss it first in the Government of the Republic of the Philippines :: The Philippine Congress :: Plenary Hall.
Please do not propose a law that is not discussed in the ePhilippines forum, unless it is a lulz proposal.

3-c. Lulz proposals
Lulz proposal are proposals that are not meant to be approved, meaning it must be rejected at all times.
This kind of proposal is used, so that congress members will gain more exp points (1 exp point is gain whenever we vote a law proposal).

I suggest that we do lulz proposal at the last few days before the next congressional elections, and also, we must only use change tax proposal where we will not change anything in our proposal. Meaning the old and new tax rates must be the same, just to be safe.
And btw, please publish an article, or at least shout in the shout box that your proposal is a lulz proposal.
