Bank of Japan
The bank operates as a non-profit organization, profit is for public purposes!

How do you plan on making the 10% interest per month? Are you going to be using the yen to buy things and resell them?
Sounds rather nefarious to use the name of the country, this makes it sound like it's a national sponsored organisation, which it is not.
How are you going to work around the 10g limit?

Sounds like a scam. especially since government has no access to in game treasury due to lack of congress.
Sounds about as legit as the emails from the Nigeran prince asking to send him $50000 and in return he will send you 1 or 2 millions.
