Average Production and possible formula for pollution

Is it correct I do not know. Anyway yesterday I worked 1 wam click and 1 worker and the pollution was still today 0.00%.
According to Foxti who popped out of the woodworks when I earlier pointed out that full region bonus would be nerfed by 7% as was the case. It was based on my own math which is not near as good as those of Hostilian and others. My key assumption was that more factories would be placed in that regions compared to no resource regions upwards of say 70%.
The problem I predicted what what would be the average production of a product. It seems looking at how stats are shown that we get 3 key values
1. 0% denotes this regions is not counted in the average having no production.
2. 0.00% acccording to Foxti this means the production was under the average production
3. > 0.0n this denotes the region had a production over the average.
So it was easy to compile links to 540 regions. I could not get a list with all current regions or I would have all regions.
Yesterday I checked the A regions
17/27 regions had production only 3 had a production over the average being
1. Aegean Coast of Turkey - 0.64
2. Attica - 0.92
3. Azores - 1.3
10 regions had NO production.
I am yet to find the bottom of production . We already say with 11 we got 1.12
Personally I think the better idea would be to figure out how the average is recorded . that will provide an avenue of attack on their algorithm.
So discarding no production region and working on my own figures where I produced 220 Q5 we get Azores probably 260 Attica 180 Aegean 78.57 So 80.
My math is basically pollution region /pollution idaho x idaho production for example
1.3/1.2 x 220 = 255 or near 260
At 40 production I was still under the region average. Today I ran 60 which is the only keyhole at my production rate so between 40 and 80 production is the average.
14 * 40 = 560 + 260 + 180 + 80 = 1080/ 17 = 63.52 average for the a's
1080 / 27 = 40
I am thinking that we have to count regions with production only.
So this gives an idea of what happened and why it happened. Plato for a month gave us no info letting us fight for a whole month for regions. As if high bonus regions would be important. He then changed everything and allowed anyone a HC in any region. So cause and effect we had a war we all got dissapointed or happy because of the results of our countries we all got shown 'SUPER REGIONS' We all placed our Holding companies in super regions. But we didnt some kept their HC in crappy regions. Now if we worked on the production based formula and in 10 regions there is 9 no bonus regions and 1 high bonus regions.Logic dictates that if production adds 1 to the number of WRM regions for example say 1000 /10 = 100 average but if we all placed our factories in high bonus regions 1000/1 = 1000 average. In other words its a scale and all production is in 1 region but there is 10 regions who produce 1.
By moving to more regions we actually increase pollution logically . Each new "region" lowers the average. And increases your pollution.

My assumption is that the exact formula will never be released, and they won't make solid data available, because by keeping it a mystery it's easier for them to adjust it on the fly in the future with less blowback. It's a cheesy game admin way of being able to manipulate the economy. It's typical of the way most games are being designed these days, with no solid rules basically, so the rules can be easily changed without need to be answerable to the players.
