By order of Executive degree, through the auspices of the US Ambassadorial Council, this day - 1219 of the New Year - Citizen 6 has been designated the official US Ambassador to the country currently known as Montenegro, with all rights and privileges afforded to said position in accordance with US and International law. Diplomatic Immunity is henceforth granted to Citizen 6 in all matters pertaining to the lawful execution of his position.

Sir,

I have received all proper documentation as per our discussion last Thursday. Everything appears to be in order and I am awaiting response from some of the contacts we reviewed prior to my acceptance of full Ambassadorial credentials. I know it was only a formality, but as I mentioned, it does make me feel a bit more comfortable considering the current status of Montenegro and the likely strong Serbian influence in both the country's citizenship and its government.

As you well know, the country itself is not particularly large, apparently semi-occupied, and as we discussed ... currently "dark", at least by traditional standards. IRC and forum communication is "off the grid", and quite frankly, most of us don't even have the foggiest idea as to its cultural or political nature is at this point. In the next few days I will be compiling a dossier on the key players within the country, as well as attempting to find some back channels into the communication network of the general populace. This is, of course, paramount to the successful implementation of my office. Any assistance you (or anyone reading this Uplink) can provide would be extremely helpful.

I've manged to pull together a small, but extremely effective and highly skilled team to help me in this endeavor. We're not large, but damn it! We're good! A five member team was actually a bit larger than I had wanted, but considering the "unknown" factor that we are dealing with in regards to Montenegro, I believe sacrificing a little discretion might be prudent, and the increased recon presence could boost our knowledge considerably.

Currently operations are limited to in-house data gathering, but due to the lack of available information on our target country, I am beginning to suspect that a limited infiltration may be required. I will have to request appropriate funding in order to accomplish this considering the distance, equipment, and facilities that will be required if we do decide to go that route.

In the meantime, I can't help but ask the big question ... Who in the hell knows anything about Montenegro!? And what are their opinions regarding the USA, not to mention nearby Serbia and the assortment of other powers that ceaseless churn throughout the region.

Does anyone know? No, seriously ... does anyone know anything about Montenegro? If not, perhaps it makes my job all that more important.
