Caution; the wall is back.

Yes; the rumor is true. I am indeed running for President of Japan as the Presidential Candidates list suggests. While many has said I just put myself up there because I can, this month, it is for real; I am running. Although this news comes to surprise to some as in the past I have said “I do not want to ever be president of a country again,” the change in recent event around the world and within our domestic sphere of influence has made me think back on that statement. It is my firm belief that Japan currently needs experienced and active leadership; not new leadership that will continue to experiment with our very own country and its people.

Current state of Japanese governance is very saddening one with vague and unclear leadership taking over our executive branch of the government; the very position that should both lead and show clear guidance for the country. We need active leadership from the president, and not passive one. Our current plans and the direction of the country are vague with clouds of uncertainty surrounding it. Changes are happening for the sake of changing, and not for the better; with the president inactive in face of public media as there is clear lack of direct communication between the president, the leader of the country directly chosen by all of his citizens, and those who elected him. Our government is so open right now that even the president’s cabinet members don’t even know about what president is planning or is doing. Thus hidden government is clearly setting our country’s future into uncertainly. Actually doing something and not making mistake is different from when you don’t do anything (thus resulting in lack of mistakes.)

This is not the path I believe Japan should be taking, and I believe we need to step back from the concept of “change” to concept of reason. Instead of changing for short term gain or short term goal, we must seek changes or no changes that will allow us to maintain our stability and prosperity for long term. This country does not need an idealistic government based on real life; we need realistic government that works within the game system. We need progress, but progress do not always result in change; we can still progress quite fine if the system we have in place is working and is capable in taking advantage of the resource we have available.

We need strong president who can safe guard our country’s interest and protect our country. We need a strong president who can continue to hold his own voice and own idea to continue the guidance, while listening to those around him for alternatives and other options to make rational decision. The last thing we want is for our political environment to liquidate into silent yes/no voting show. However, we also do not want or political environment to be occupied by only the yes-men that blindly follow each other.

I come now to public where all citizens of Japan can evaluate to present you all with my plans, program and idea for future of Japan. This does not mean we will 100% follow the exact plan I present but rather giving the rough sketch from the current condition. I come forward not to lie but to be truthful with my word. I will, however, promise you all one thing: I will do my best to work most diligently to create fair, strong and opportunity filled country for all citizens, and maintain Japan as the continued stable force where our citizens can enjoy security of their future.


Economic policy:

As for economy, I plan to continue my support to the current economic system, the same system that was implemented 8 month ago in January and continued to evolve during the Kokawa Administration. The base for current economic system has survived three administrations and I am sure it will continue to remain as the base of the economic policy of Japan. I believe the current economic system offers solid base for our market to work from. Our exchange rate has been kept stable as the result of the current economic system, and I am a strong supporter in continuing its success. There are some areas in our current market that must be revised and modified as our market condition change, but it does not mean we have to change the current system drastically. I believe tax is as the tolerable level; however, we could definitely review is and readjust it if needed according to the desire of our citizens and our congressmen.

One program which I wish to restart and expand is the support of the smaller private businesses in Japan owned by the active Japanese citizen (those who visits and reads the forum.) The similar program was attempted in the past, but failed due to lack of the small business owner of Japan which also was active within our national forum, the central location of our nation’s communication. Of course the procedure for receiving support must be carefully defined to stop abusers of the systems, however, if an program for support of small independent Private business owners in Japan could be established to support them, I believe we will be able to stabilize the market further to drive our economy healthier while allowing competitive market filled with private diverse market.


Foreign policy:

Serving for about 8 month within PEACE Security Council, I believe I have what it takes to voice Japan and its people within PEACE and to also have their trust and credential enough to re-start more positive relationship between Japan and PEACE. With 8 month of experience, I believe I have enough knowledge of PEACE and the connection to help Japan retain its position within PEACE to allow for the betterment of Japan. Continual support of PEACE is both beneficial to our nation and will also secure our continual security for the future. Although Japan is only one of the 29 or so other member nations of Japan, through increased activity and long term experience, we can turn our voice into the one that counts.

I also have great confidence in Sol to maintain our regional security and to help guide Asia into world power through mutual cooperation and support of each Asian neighbours. As the current Vice-Chairman of Sol and one of the people who helped draft the Sol Charter, (many of my personal ideas are incorporated and embedded within the charter) I have great confidence in its future and have great understanding of the original and intended purpose of the alliance to allow Japan to take leadership role within the alliance. As a new alliance, it will face many uphill battles within the world for it to become realistically functioning alliance. However, I promise to put the full support of Japan into Sol and to help invest in Sol to help it fully mature and develop.


Military Policy:

Military, although it faced some reorganization in recent days and is more organized compared with the past, I believe could use some more work. Our current army do function, however, still lacks the power it needs to punch the needed damage when they are in need. Our last two Secretaries of Defence, Geno Garon and Kita Ikki did great job to get the army organized to the current state it is in. However, I believe some more work is needed. We could continue to develop our army to be cost efficient to cut the waste, effective against battles where tanks are present, and light enough to be easily ordered into other country to assist the wars we support. To put it short, we need to move away from the current mass patched army, into more organized, efficient, and slim fighting force that deals same or more damage than the current army with less.

I plan not to increase its funding, but rather to increase its investment. What this means that instead of regularly spending money to buy the supplies needed to sufficiently operate the army, but to rather invest more within the army to try to reap more for less. Current use of mass Q1 weapons and distributing them during a training war to our entire soldier is nothing but a wasted funding. Due to this spending, current supply and budget for the actual army to use during a real operation (such as RW) are cut to fill the needs of the general training. I plan to fix this and changing the way our army operate. New reformed JIA will ask for dedication from all of our soldiers, and will cease to be the group to gain free weapons for training. It will be for those who are dedicated, want to fight for our country and for our allies, and to sacrifice themselves if needed to protect those they love. Some unit of JIA will be cut (mostly home defence force and those in the politic) and rather move to develop our mobile force more to form a support unit for our allies around the world.

Instead of investing our money to buy weapons to our soldiers, money will be invested in the war game and etc to try to allow our citizens to all fully take advantage of our Quality 5 hospitals and to allow our citizens to be trained and experienced to fight for the country when our country is under attack. Although it is true that fighting with Q1 weapon is more effective on time wise to train our citizens, the reality is, that training with no weapon for newer citizens is more cost efficient, because the Strength of the soldier (important attribute) can only increase so much per day. Having 5 strength field marshals is useless when compared with 15 strength copal. Thus training those who can’t afford themselves (usually those with lower strength) with no weapon (unless they use their own money) seems more realistic and financially friendly move for our army. If some high strength soldier needs to get to general or something to punch bigger damage in war; perhaps some Q1 weapons may be distributed. However, it is wasteful to waste so much money on our soldiers that does not have the necessary strength to take advantage of the rank boost.

From the cutting of the waste in such area as training, we can invest more money to prepare for the emergency case when the safety of the country itself is in danger. I do not believe Q1 weapons are sufficient for our army operations as it does not deliver the damage its needs in many situations such as RW and foreign operations. It is just waste of each soldiers and it cannot deal nearly as the same damage the private tanks can deal in single shot. Instead of the current use of large mass of soldiers equipped with poor quality weapons (the Russian tactic), I plan to move toward the use of smaller mass of soldiers equipped with higher quality and more deadly weapons that can strike our enemies with more haste and to advance and damage with lightning speed (the German Tactic). I plan to use some of the massive funding National bank of Japan currently has (about 1200 Gold) to try to bring the government weapon company to Q3-Q4 to start stockpiling arms for emergency situation. This increase in the quality of weapons should provide for the increase damage during the emergency situation and to help put down RW and etc with more ease. The weapons will be stockpiled within the company to be only opened for an emergency situation to cut the cost. This should be sufficient weapon for the new reformed army of eJapan which will be efficient, organized, slim, and light.


Social Policy:

In recent month, we have seen some increase in the communication between the government and the citizens, and just citizens amongst each other. The increased use of IRC has allowed our country to retain more direct and more real time form of the communication between each citizen. However, with its increase, we have caused some void to some form of communication; news paper articles within the game. We must accept the fact that no matter how much we move towards much more effective line of communication outside of the game, there is still great number of the player within the game that relies on the news papers to gain much of their information opposed to forums. Thus while we should continue to develop our forum and IRC, we must still make sure the media within the game contain quality news from the government and those who are associated with them to help inform those who does not visit the forum or IRC. In past month, I have seen definite decrease in the use of the media between the government and the citizens, other than the informal general article such as Nihon no Koe.

I hope to ensure there is always direct communication between the president and the citizens of Japan open for anyone to take advantage of. There could be definitely more use of article from the president and the citizens to increase the general communication within the game to take advantage of the system within the game rather to make the game secondary importance to the offsite programs. In game PM, Forum PM, IRC, and other tools that may serve well for this purpose to increase the general communication as well. Nihon no Koe will simply become government issued less bias simple informational newspaper about the current domestic and world event to try to give general over view of the events while the other articles can help cover those events in much more detail and with sides and opinions. I plan to not use Nihon no Koe as the middle communication man between the president and his country, rather it will serve as general government statement and or world and domestic news central.

I also hope there will be once again some more use of Kokawa Jinja as it was started as a charity organization to provide gifts to those younger and less healthy players that has low wellness. It is here as a charity organization to help those within the Japan. I personally believe this is noble goal, and it still have large sum of funding from the donations from the players that care alone without need of use of the Government. I personally hope that those organization can gain more momentum and lead to more birth of charity or private citizen lead organization that use the voluntarily donation of other well off citizens to help those in need. There needs to be recognition to these noble deeds and citizens that strive for the betterment of the community. I believe such positive development can continue the growth of our country to the future.


Other stuff:

Our nation is always progressing. For better or worse, we are constantly changing every day to define our nation as the whole as people work to achieve what they strive for. For this progression to be controlled, and is done for the betterment of the country as a whole, we must make sure we have stable country first to guide it. Our country has potential right now. We do not have the population, but we have active foundation from the past that people worked hard to build to help keep this country from falling apart. However, even though our base is secure, when we do not maintain it or forget about the basic and core work that is needed to maintain our nation, slowly but surely, our nation starts to fall apart.

Our nation must remember our reason, to change because it will help the country; not to change for the sake of changing. We must bring back our focus to our country’s foundation. Decoration is great; however, no matter how much you decorate a house with rotten foundation, it is going to break. I hope to return eJapan integrated more within the game (where it started from and still lies on) from the role-playing of the forum or IRC.
