We seem to be benefiting from the agreement with Romania. Along with some gold, we get all of the Indian regions under Romanian rule, along with a Q5 hospital. So we get health protection, some gold, extra regions, and a lot more citizens. Even though we've always been neutral, we can't let this opportunity go away. Even though it will cost them a lot of gold to start the war against us, I have a feeling they'll do it anyways if we don't agree. So vote yes on agreeing to Romania. We gain a lot from this.

They actually said that if we don't agree they'll attack us anyway.
