I wanted to take a moment to notify those who read my paper that we may have to interrupt our War Games for the better part of next week due to a glitch. However, we intend to go forward with the war games today and may continue to hold them until we can agree to a resolution of this problem.
When we entered into these USA - Ireland War Games we tried to make sure all of our bases were covered. However, we had a snag. There was an old Treaty between Ireland and the UK that said that Ireland could never be at war with the UK. My Deputy Secretary of State, Harrison Richardson, worked to try to resolve this issue with the leaders of both countries but was told that the Treaty could never be amended ... NEVER.
Obviously this was going to present a problem because Ireland wanted these War Games badly. The only work around that our nations could come up with was to have Ireland to declare war against the eUSA (costing 300 GOLD vs. the 1060 GOLD it would cost for the USA to make the declaration) and then have the eUSA make the first attack. The reason for this was because the UK had MPPs with both nations which would cause one to be canceled. If Ireland attacked first they would be at war with the UK in violation of their treaty. I obliged and paid the 100 GOLD to attack Ireland and retreat and then Ireland attacked us (with 70 GOLD I paid to them) activating all of our MPPs and making War Games possible for all. Yay!
But then the UK came knocking on our door in a not-to-happy way. They insist that we stop these War Games so that they can re-establish their MPP with the eUSA and have be on our side of this conflict instead of on Ireland's side. Right now it's messing up their trade relations and this is of grave concern for all parties involved.
I agree that something needs to be done but the question is who will pay for it?
Right now there are 15 nations who stand to benefit from these War Games as they are allied with the eUSA and can fight in any fight involving an attack on our soil. I made an offer to the UK to amend the Treaty that they said could never be amended and to pay at least 200 of the 300 GOLD cost that it would take to restart these War Games. However, I have a different proposition now.
I ask the 15 nations who are allied with the eUSA to all share in these costs. As it stands no nation has contributed to the initial 470 GOLD cost to start these War Games and the battle that is schedule to start today is another 70 GOLD of eUSA cost.
The United Kingdom is a long time friend and ally, while I find it unfortunate that this situation could have been avoided I also stand in allegiance with them that we should fix this problem. While we have no obligation to fix this at our own expense I do feel that we all share a duty to assist Britain in this matter ... and certainly the 15 nations who are allied with us need to pay some gold for the current games.
Think about this as we train today in this war game. And I urge the UK to agree that they should pay a higher portion of the costs to get things restarted. Perhaps if the UK paid 100 GOLD and the rest of you paid 30-50 GOLD each we could call it even and go forward from here with these training exercises.
What would need to happen is the following (elapsed time):
1. Ireland and the UK propose peace with the USA.
2. 24 hours later the USA gets to vote on peace with Ireland and the UK. (1 day)
3. 24 hours later the UK gets to propose a MPP with the USA. (2 days)
4. Immediately thereafter Ireland declares War against the USA.
5. 24 hours later War is declared. (3 days)
6. 24 hours later Ireland launches an attack against the USA which will cancel Ireland's MPP with the UK and will reactivate all of our MPPs against Ireland and the War Games resume. (4 days)
Please comment with your thoughts and let the UK know if you support them in this request. We could leave the UK out ... but I would prefer that we not.
It should be noted that PEACE has copied our War Games plan and will be proceeding.

Since everybody is in war with Ireland it surely does terrible things to their economy as well.
Btw, maybe you should consider retreating from Rhode Island, so that companies there can buy free (5g) licenses for Ireland. Just a thought.

Smo: when the US attacked Ireland, we declared war on the UK, in the same way that we did with Russia when we attack Portugal. Since we "declared" war on the UK, us and all our allies can't trade with them. So they're pretty screwed right now.
The proposal of sharing war games costs is positively seen from the spanish side. As long as the UK-USA problem is solved we could discuss starting a budget to start scheduled war games regularly.

Ridiculous! I find it absurd that UK can dictate the circumstances for 15 other nations plans. If they first objected due to the contract and now objects against the trade problems that came with the war it's my oppinion that it's their fault and responsiblity. I don't want to fuck up Sweden's relationships by writing this, but god damn, I really, really dislikes UK's way of thinking they always are the better part who gets their will through.
In my oppinion UK will either have to live with this mistake THEY have done, or they can withdraw from this war game. I'm quite sure that one can offer peace to a nation involed in a war through MPP's. Hungary tried to do it with Sweden in the Hungary-Croatia war last week. I suggest USA/UK does the same here. There shouldn't have to ruin everybody else's plans because of one nation's shilly-shally diplomacy...

The UK President and MoFA pretty much threatened Ireland on our IRC. We are currently very annoyed our closest Ally has treated us in such a shocking way. We would like to see a solution that helps the UK but will not tolerate being threatened.
Doesn't the Atlantis Alliance benefit more from these games than the UK would from its minor loss? I think that maybe we should just throw some money UK's way, and continue with the games. Do we really want to wait 4 more days?

We should fix it, but we must make fair share cost.
We must calculate this for every country population. USA, and UK should pay more than Croatia, Poland and rest of us. Because USA have ~ 20k players, UK have 8k players, We have ~ 5 ~4 k. Benefits from this war, for USA, and UK will be much bigger than our, so cost should be bigger too.

Why does UK care about trade? They have high import taxes on about everything.
The War Games must continue. We should try to accommodate the UK, but ONLY once the cash is in hand to do the whole process again. I could see this taking a week or more of bickering before it is cleared up. If we are just sitting in peace w/o War Games - then we are wasting time and losing money. You should continue at war and with the war games until you have the money from everyone. A few days of UK-US trading is not worth putting the whole thing on pause while people try to figure out who owes what.
The UK has had to stop trading with all members allied to USA in their attack. This is notably most of the Atlantis nations. If you stop trading with half the globe, and your leading exporters/importers, of course you are in trouble. The UK, which is my home country, needs to pay to solve this problem. Otherwise it will end up hurting them more than that 100 gold.
Seriously, the whole 'NEVER' amend the treaty thing is a bit excessive. -.- If the acception had been made and they put something along the lines of 'Never be at war with Ireland, except for war games' (could probably phrase is a bit...better) Then all of that gold wouldnt have been wasted. I do believe they should cough up a bit of gold to help fix the problem because of it, but who am I to say anything?
We need to find an equitable way to fix this. I agree that each member country to the War Games will have to be assessed and the USA should pay more than Bosnia or South Africa due to the differences in our economies.
As for the UK ... they have been steadfast that they don't think they need to pay to fix this. That is unfortunate because I don't see this happening unless they offer to pay a good portion of the cost to fix what shouldn't have been an issue in the first place.
For now we will continue with the War Games until we can find a solution that works for everyone involved. Please continue to coordinate through Harrison Richardson as he is keeping track of these developments.

This is very unfortunate. We have got to get these things right in the future. Our enemies in PEACE are laughing at us right now, and for good reason. It sounds like this treaty should be amended. Perhaps a small donation to the British treasury, and all of a sudden this unamendable treaty might just become amendable. If we have to take a week off we just fall further behind!

I seem to recall eUK being very adamant that we pay reparations to Atlantis for attacking Mexico and not letting them know. They, on the other hand were not so upset when they PTOed the Czech Republic and stole their treasury. If they in some way got screwed by this I view it as 'their' problem. If they were not involved in the planning of these war games then I can see it as a point of contention. If, however, they were, and did not forsee this happening it truly is their problem.
