I know this decision has saved your ass, however, you must consider it's fairness. It is not fair, and I see it, even as a EDEN supporter. That's why I would ask you to:
a) Sign the open letter I posted.
b) Vote the crap out of this article, shout the crap out of it. Make sure it gets to everyone that it can get to.

Just because one day rules like these might hurt us.

The Open Letter itself:

Dear Admins,

Recently it has come to everyone's attention that the rules concerning government contracts are requiring all the Congressmen signatures in order to become valid. Now this, I gather is based on the following excerpt:
"2. The contracts can be signed only by Citizens representing themselves or, if it is the case, representing the Organization, Party, Company, Country, Region or Newspaper that they lead;"

However, the meaning of representation is a very general one, and if we go really far, we might say, that every single citizen has to sign it, just to make sure his country is represented. Interpreting it as a unanimous decision by Congress, is just plainly stupid, to be blunt. The interpretation of the law is a utopian interpretation of an overzealous admin who wanted to play god. Now this is something I do not support, and this interpretation in my humble opinion is null and void on the basis of the logical rule of incerta pro nullis habentur (Things uncertain are held for nothing). This rule despite being primarily held for evidence, I do believe also should be used in this case in the interpretation of the law.

The rules concerning the contracts, are badly written, open to too many interpretations, and generally, void from my point of view, and I believe from everyone's by know. The law should not require the impossible/nearly impossible from a person, a group, or a country, and you are.

What are the alternatives? I believe every eCountry should have it's constitution, and I believe every eCountry should have a speaker elected by Congress on the forums, or if the admins would be willing to create a appropriate module, in-game. Such a Speaker would moderate, and represent Congress, thus being a person able to sign the documents, in Congress' name, however you can also just simply recognize the President as the only party needed to sign the document.

The currently set precedence makes all the treaties signed until now invalid, this is just plainly absurd. The law doesn't work backwards, however We can look forward. I hereby ask the admins to react on this situation as soon as possible, as this is an important matter.
