Summary of Major Legislation to date:

Topic: Updating Section 1.2 of the eUS Code
Type: Discussion, Proposal, Vote
Sponsor: Jasper Signa

Summary:
Congressman Leroy Combs initiated discussion on updating section 1.2 of the eUS code which deals with congressional procedure for Proposing, Approving and Voting on a proposal. Discussion began initially on clarifying the 2/3 majority requirement for Constitutional Ammendments. Debate focused on whether the 2/3 majority should be of all congressmen, or total votes cast. Congressman Jasper Signa, initiated discussion on reforming the entire Section of the code to include specifying some additional areas for clarification, that SoH Cromstar outlined last term. Congressmen Avruch, Animis, Kria Erickson and Lord Krauser also contributed to the discussion and the forumulation of a draft update.

Jasper Signa submitted a proposal based on the inputs of discussion and after 10 approvals the matter went to a vote. The proposal detailed changes in Congressional Procedure as follows.

-Mandated 24 hrs of Discussion time before a proposal was made without a waiver from leadership
-Set voting on all proposals to 24 hrs, with up to a 72 hr extension possible with leadership approval
-Set a requirement of 2/3 of weekly sign in for a Constitutional Amendments.


Status:
The measure passed with 34 votes "YES", 0 "NO" and 1 "ABSTAIN"



Topic: Economic Council Import Tax Changes
Type: Discussion, Proposal, In Game Vote
Sponsor: Pearlswine, Economic Council

Summary:
Economic Council member and Congressman Pearlswine opened discussion on the benefits of increasing import taxes in Raw Materials and Food as a means to encourage domestic investment in these industries that have a high Return on Investment. The measure was designed to protect newer businesses from foreign competition and help build national productivity in the wake of admin changes allowing general managers to work at all of their companies each day for ten wellness. Pearlswine initially called for a 99% tarrif on imports for the selected industry but through discussion and the inputs of Congressman Pfeiffer, Leroy Combs, PigInZen, Publius, JacksonDr5, Jasper Signa and others. The majority decided that the final proposal should set an import tax rate of 20%. The proposal received 10 approvals and because taxes are an internal game mechanism went to an in game vote.

Status:
The 4 tax increases were proposed and passed with an in game vote



Topic: Limits on INCI
Type: Discussion

Summary:
Congressman Publius raised concerns about possible limitations on the Turkish group INCI, many who are eAmerican Citizens from receiving benefits from the eUS Government. He specifically inquired if Congress had created any limitations or restrictions and suggested Congress place a policy that defunded eUS organizations that did not provide equal rights to INCI as they would any other American Citizen. Congressman Syrup and Michael Porter stated that the executive administration under President Haliman had restricted INCI participation to some government programs, although it was not known whether that would continue under President Julian Mizu. Congressman Jelly9473, S-Mac31 and Emperor Rick stated concerns based on INCI's foreign affiliation, although many other commented that from a game mechanics stand point they are equal status to any American player that creates a new account.

Status:
The measure is still being discussed in the Public Proceedings.



Topic: Removing Congressional Masking for Unauthorized Natural Enemy Proposal
Type: Discussion
Sponsor: Pearlswine

Summary:
Congressman Pearlswine made a proposal calling for the suspension of Congressional Masking on the eUS forum for any Congressmember making an unauthorized natural enemy proposal. The measure failed to reach enough approvals and was withdrawn by the sponsor although discussion included.

Debate centered around the severity of the sentence, the fact it was an automatic punishment without a common sense check by leadership on cases where it might be needed. Some member's suggested making the proposal more general and including proposals for impeachment as well. The overwhelming majority of respondents agreed that with an active Speaker of the House, such a proposal was not required.

Status:
Proposal withdrawn, the measure is still be discussed in the Public Proceedings.



Summary of Private Proceedings
While not able to share the entire details of what happens behind closed doors, the Speaker of the House wanted it to be known that Congress has passed a new budget this month which allows for the government to function even with admin changes to the economy. Congress is also involved in intense discussions with the military and executive concerning some issues brought forth recently in citizens' newspaper articles.
