The Bank of Japan Theft refers to an incident on Day 716 where the National Bank of Japan, and both branches of the Japanese military, were robbed of all their gold and Japanese Yen.
As of Day 735, the stolen money was returned to Japan by the admins.
On November 24, new Minister of Finance Vorph announced the National Bank of Japan's money was returned.

Difference is Ireland didn't get hacked, the thief were granted access by the president, and therefore it is counted as administration failure on the government's part and not a system exploit, and since there are no rules against theft in eRepublik returning the money would be abusing their powers.
Finland, however, I do not know about.
